HomeMy WebLinkAbout03.0- Presentations RESOLUTION OF THE MAYOR AND COMMON COUNCIL HONORING i JOSEPH PAULINO ON HIS APPOINTMENT AS POLICE CHIEF SAN BERNARDINO CITY UMRED SCHOOL DISTRICT Whereas, on July 1, 2010, Joseph Paulino was sworn in as interim chief of the SBCUSD's Police I Department, The Board of Education appointed him to the permanent position on October 21, 2014. As police chief, he oversees a department of 26 sworn police officers, 55 campus security officers and more than 10 support staff, including 8 dispatchers. The department is responsible for ensuring the safety of the District's 53,000 students as well as protecting District property; and f Whereas, under Joe's leadership, the District formed a Safe Schools Task Force in 2012 to improve school safety. In addition to parent and student members, the task force includes representatives from the San Bernardino Police Department, campus police from Cal State San Bernardino and other local colleges, representatives from the faith community, and service clubs;and Whereas, Chief Paulin joined the District on October 1, 1997 when he was hired as a lateral police I officer from the Los Angeles County Safety Police Department. During his 17-year tenure with District Police, Joe has served as patrol officer and patrol sergeant, watch commander, lieutenant, and assistant director. Joe graduated from the Rio Hondo Police College Police Academy. Prior to starting his law enforcement career, Joe served in the Army for 10 years; his last three years as a Sergeant in the 10th Mountain Division, 1-87 Infantry;and Whereas, Chief Paulino earned a master's degree in public administration and a bachelor of science in workforce education from Southern Illinois University at Carbondale. In June 1998, he earned an Associate of Arts Degree in Administration of Justice from San Bernardino Valley College. Joe is a 2007 graduate of the prestigious FBI National Training Academy, an elite,four-month program for the nation's top law enforcement leaders. While at the academy, Chief Paulino had an opportunity to study the complex issue of school violence. His extensive training in law enforcement leadership expands beyond the FBI Academy. Chief Paulino has completed the California Commission on Peace Officer Standards and Training(POST)Role f of the Chief Course and Executive Development Course. In addition, Joe has been awarded the POST Basic 1 Intermediate,Advanced, Management, and Executive Certificates;and Whereas, in 1999, Joe was selected by his peers and the San Bernardino Area Chamber of Commerce as Officer of the Year. He received the Chief of the Year Award in 2013. He has also served as chair for the Safety Training Association Representing San Bernardino County (STARS). He is active in numerous community organizations, including NOBLE, San Bernardino Chaplains Board, FBI-NAA, Riverside Alumni Chapter Kappa Alpha Psi, 100 Black Men of the Inland Empire, and Kiwanis. Joe and his wife have three children,Jay, Joey and Zana. He is a member o Project Fighting I �� ny„ y 9 P 9y f j Chance's F.I.G.H.T.S. Boxing Program_. He has upon every amateur bout he's competed in. Currently he is 13-0. Terry has also won titles in all three tournaments he's competed in. The most phenomenal thing is in every one of those tournaments he took the "Outstanding Boxer Award" home; and Whereas, "Terrible Terry" is the 2014 Desert Showdown National Champion, the 2014 SeCal State Champion, who just won the prestigious State Silver Gloves Title defeating the North Champion and Central Champion. "Terrible Terry" is due to compete at the Western Regionals on January 9, 10 and 11, 2015 against champions from Nevada, New Mexico, Arizona and Colorado. If he wins the ' f Western Regionals, "Terrible Terry" will have the opportunity to go to Kansas for the National I Competition; and Whereas, Project Fighting Chance, is currently in search of sponsors and donors to help "Terrible Terry" to realize his dream. His teacher at Jefferson Hunt Elementary has said how "Terrible Terry" has changed for the better since he began participation in the boxing program. His attitude, grades and overall effort have improved tremendously. "Terrible Terry" has a group of teachers who are coming to support him at Western Regionals; and Whereas, Project Fighting Chance is a Youth Mentoring Life Skills Program that started in 1999 in the low-income community of San Bernardino. It was founded as a vehicle driving youth from anti-social behavior and into the organized sport of amateur boxing. Project Fighting Chance has an integrated program model that provides athletics, healthy eating, vocational training, education and counseling services. Since its inception in 1999, Project Fighting Chance has helped_ approximately 4,000 youth between the ages of 8-17. Project Fighting Chance's Mission is to provide a support l system for at-risk youth and young adults while assisting them to become positive contributing I members of the community; and Whereas, we recognize. "Terrible Terry" Washington for his outstanding community leadership who displays his personal message of perseverance and tenacity through the sport of boxing. We appreciate those individuals who overcome obstacles and are positive role models and examples of people who give of themselves in spite of challenges so that others may become empowered to have a better and more meaningful life. NOW, THEREFORE, be it resolved, on this occasion, and in appreciation of his dedication to the sport of boxing, outstanding accomplishments, and impressive contribution, we, on behalf of the I Mayor and Common Council of the City of San Bernardino, do enjoin, commend, and offer our continuous support best wishes in his future competitions to "TERRIBLE TERRY"WASHINGTON, OUTSTANDING BOXER I' Date his 5h day of January, 2015 VIII I MARQ R.
