SAN BERNARDINO ACCEPTING AN ADDITIONAL $2,500 IN FUNDING FROM
3 THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE (CNCS)
4 FOR THE RETIRED AND SENIOR VOLUNTEER PROGRAM (RSVP) TO COVER
PROGRAM STAFF TRAINING AND TRAINING MATERIALS

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:

8 SECTION 1. That the Mayor and Common Council of the City of San Bernardino hereby
9 accepts additional grant funding in the amount of $2,500 for program staff training and
10
11 training materials for year two of the three-year CNCS RSVP grant, a copy of which is
12 attached hereto as Exhibit "A" and incorporated herein as though set forth fully at length.

14 SECTION 2. That pursuant to this determination the Director of Finance, or his designee,
15
16 is hereby authorized and directed to allocate the $2,500 in grant funding to the RSVP Grant
17 Account #123-380-0075-5132-0502 to receive $1,800 and Account #123-380-0075-5111-
18 0502 to receive $700.

Re: One-Time Funds Augmentation Opportunity in Fiscal Year 2014 for 13SRPCA012
Through this letter,I am pleased to notify you that your RSVP grant,referenced above,is eligible to
receive a one-time augmentation of$2,500 in federal funds this year(FY 2014). These funds are
in addition to your FY 2014 annual federal base funding, and will not permanently increase your
federal funding.
The purpose of this$2,500 augmentation is primarily to support the capacity of all RSVP grantees to
participate in training and technical assistance (T/TA) opportunities. For example, you can use the
additional one-time$2,500 in funds for conference registration fees, project staff travel to and from
T/TA events, and/or a new computer, software, or other investments to help you participate more
fully in online training, such as current year and potential future year Senior Corps Virtual
Conferences.
Earlier this year,CNCS published a Notice of Funding Opportunity (NOFO), seeking applicants to
convene Regional Training Conferences in all or some of the geographic regions of the country
through June of 2015. Similar to Regional Training Conferences convened last year, the upcoming
regional training events will include core training specifically for Senior Corps grantees. These one-
time funds can be used to support your attendance at one of the Regional events, either in your
home cluster,or,depending on the time of convening,a different cluster.
In addition, these funds can also be used to support other approved line items in your FY 2014
budget.
Once accepted, these augmentation funds are available through the end of your three-year grant. If
you find that you do intend to expend the funds after the end of your FY 2014 budget year,please
work with my office and the CNCS Grants Officer to request carry forward. Also, if needed,you
may request a waiver of the required non-federal share by submitting such a request to this office.
You are not required to accept the additional one-time funds. This letter assumes that you will
accept the one-time funds and provides you with guidance on how to revise your current grant
application and re-submit it so that CNCS can proceed with the amendment for your FY 2014
budget year.
In order to enable CNCS to award funds to your organization in a timely manner, we ask for your
immediate attention.

If you determine that you have sufficient funds and would prefer not to accept the one-time $2,500
in one-time augmentation funds,please send me an email to document your decision.
Instructions
To accept these funds and to include them in your grant budget,please revise your budget per the
instructions below. In order to revise your grant budget and re-submit the application in eGrants,
please follow these steps:
1) Access your FY 2014 grant amendment application
An amendment application has been created for you and has been has been returned to you
in eGrants.
To locate and edit the amendment application: 14SR162661
• Log into eGrants
• From eGrants homepage, under View My Grants/Applications, locate and click on
"1 Grantee Edit before PO cert".
2) Modify your budget to reflect your baseline funding plus the$2,500 augmentation
• Once you have located the FY 2014 amendment application,click on"Edit"
• On the left side of the screen,select Budget Section I
• Edit one or more line items in the budget to include the addition$2,500 in CNCS share
Note:
The $2,500 augmentation is primarily intended to support training and technical assistance
needs related to the administration of your Senior Corps grant. Following are some examples
of appropriate line items where these funds could be budgeted:
• Section I: Other Volunteer Support Costs,Staff Training—to cover costs of attending a
local Senior Corps-related training event
• Section I: Long Distance Travel—to cover the costs of travel to and from an event.
• Section I: Other Volunteer Support Costs,Supplies—to purchase software,hardware,or
other equipment to enable full participation in the Senior Corps Virtual Conference
These funds can also be used to support other approved line items, as you believe may be
most beneficial in achieving the goals of the RSVP project.
Please confer with our office if you have any questions about where to include the $2,500
augmentation in your budget.

The person who electronically signs these 3 items by clicking"I Agree"must be authorized
by your agency to do so. Usually,this person is the Executive Director or CEO. It generally
should not be the Project Director. The correct person must be logged in under his/her
own account before pressing"I Agree."
4) Re-submit the application
Once the authorization, assurances and certifications are complete, please click on "Return
application to PO".
5) Please re-submit the amended grant application in eGrants by no later than July 21,
2014.
