2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO ESTABLISHING THE POSITION OF FIRE MARSHAL (U) AN
3 APPROVING THE JOB DESCRIPTION.
4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

7 SECTION 1: The position of Fire Marshal (U), Range 4550, $6,896 - $8,383 per
8 month, is hereby established and the job description for said position, attached heret
9 as Exhibit "A," is approved.
10 SECTION 2: The Human Resources Division Manager is hereby authorized to
11 update Resolution Nos. 97-244 and 2011-218 to reflect these actions.
12 SECTION 3: The Director of Finance is hereby authorized to amend the F
13 2014/15 budget to reflect these actions.

FIRE MARSHAL (U)
JOB SUMMARY
Under general supervision, administers and supervises activities involving the City's Fire
Prevention/Community Risk Reduction program, plans, organizes, supervises and directs the
work of Community Fire Risk Reduction Supervisor, Fire Prevention Officers, Fire Department
Plans Examiner/Systems Inspector, Fire Prevention Technicians, Senior Administrative
Assistants, and Administrative Assistants. Coordinates all fire prevention activities and performs
other related duties as required.
DISTINGUISHING CHARACTERISTICS
The Fire Marshal is management level position in the Fire Department that provides
administrative oversight to specific fire department functions. The Fire Marshal works directly
under the Fire Chief.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Provides courteous and expeditious customer service to the general public and City
department staff.
2. Develops and oversees the implementation of goals and objectives for the division;
directs the implementation of policies, procedures and objectives; evaluates programs.
3. Plans, directs and coordinates a fire safety program in the enforcement of federal, state
and local law, codes and ordinances covering fire safety; organizes, coordinates and
supervises the work of Fire Department employees engaged in fire inspection, plan
check and review, and fire prevention activities.
4. Reviews reports, records and correspondence resulting from inspections of commercial,
industrial, residential, and public assembly buildings; ensures compliance with fire
codes, ordinances and safety regulations; coordinates and schedules initial and follow-
up inspections of protection systems and equipment; supervises the inspections of
complex fire inspections and public safety programs and supervises the design and
preparation of fire prevention literature.
5. Develops and oversees the implementation of goals and objectives for the division;
directs the implementation of policies, procedures and objectives, evaluates programs.

6. Develops and administers the Community Risk Reduction/Fire Prevention budget;
prepares justification for budget proposals; monitors expenditures; resolves budget
issues; implements adjustments as necessary.
7. Selects, supervises and counsels subordinate staff; determines the training needs of the
division and coordinates training development; reviews progress reports; works with the
Human Resource Department and staff to resolve employee problems.
8. Conducts, participates and attends meetings with officials and the public to explain
program objectives and policies. Coordinates division activities with other divisions,
departments and organizations; provides information to City officials, departments and
other organizations.
9. Reviews and checks plans for fuel modification, new construction when necessary and
confers with other city departments to determine compliance.
GENERAL QUALIFICATIONS
Knowledge of:
1. Modern fire suppression and fire prevention principles, practices and methods;
2. Principles of management, administration, budgeting, supervision, training and
community relations;
3. Fire inspection and educational methods used in fire prevention;
4. State and municipal codes and ordinances pertaining to the fire inspection;
5. Storage methods and requirements for gasoline, chemicals, explosives, paints, gases
and other flammables.
Ability to:
1. Recognize fire hazards common to places of public assembly, manufacturing and
residential buildings;
2. Plan and direct a public fire prevention education program;
3. Negotiate firmly and effectively with the general public in the enforcement of fire codes
and ordinances;
4. Speak clearly and concisely;
5. Maintain discipline;
6. Conduct thorough disciplinary investigations;
7. Maintain effective relations with property owners;
8. Appraise workloads;
9. Supervise subordinate Community Risk Reduction/Fire Prevention employees;
10. Prepare comprehensive reports, plans and estimates;
11. Maintain effective working relations with subordinates and the general public;
12. Assist in developing and planning a departmental budget and work program;
13. Establish and maintain good relations with other administrative and elected officials;
14. Operate a vehicle observing legal and defensive driving practices;
15. Perform duties with normal mobility, flexibility and dexterity;
16. See in the normal visual range with or without correction;
17. Hear in the normal audio range without correction.

MINIMUM QUALIFICATIONS
Education, Training and Experience:
Four (4) years of uninterrupted service as a Community Fire Risk Reduction Supervisor,
Deputy Fire Marshal, Assistant Fire Marshal, or Fire Prevention Supervisor.
Bachelor's degree from an accredited college/university with a major in Fire Science,
Technology, Fire Administration or major approved by the Fire Chief.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; special Requirements:
Possession of a Level 3 PC 832 Peace Officer Standards and Training (P.O.S.T.)
Certificate, or the ability to successfully complete the course within twelve months of
employment.
Possession of a Class "C" California Driver's License. For out-of-state applicants, a valid
driver's license is required. A valid Class "C" California Driver's License must be obtained
within ten (10) days of appointment (CA Vehicle Code 12405c).
Office of the California State Fire Marshal (OSFM) Fire Marshal Certificate, OSFM Fire
Prevention Officer Certificate, OSFM Plans Examiner Certificate preferred.
