STAFF REPORT
SUBJECT
Resolution authorizing the execution of an annual purchase order with Toter, Incorporated for
automated residential refuse carts.
BACKGROUND
The City of San Bernardino,through a bid process in 1995, purchased over 160,000 automated
residential refuse carts to provide collection of refuse, commingled recyclables and green waste. The
successful bidder at the time was Toter, Incorporated. As a result of routine wear and tear and
anticipated growth within the City,it is necessary to purchase approximately 3,000 new carts in Fiscal
Year 2000/2000. The Refuse Division estimates that it will need $175,000 to purchase approximately
3,000 carts with the unit costs of$36.54 and$42.34 for 64 and 96 gallon containers, respectively. It is
desirable to maintain the same manufacturer of carts in order to standardize the replacement parts
inventory. Toter, Incorporated has provided a letter which states they will extend the same price per
cart as charged in previous years (see attached).
Based on the above information staff recommends Toter, Incorporated be the preferred source for
automated refuse carts.
FINANCIAL IMPACT
During the Fiscal Year 2000/2001 budget process,the Refuse Division budgeted $175,000 for the
purchase of replacement and/or additional automated refuse containers.
RECOMMENDATION
It is recommended that the Mayor and Common Council adopt the resolution authorizing the
Purchasing Manager to award an Annual Purchase Order to Toter, Incorporated with a "not-to-
exceed" limit of$175,000.

INCORPORATED FOR AUTOMATED RESIDENTIAL REFUSE CARTS.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
5 CITY OF SAN BERNARDINO AS FOLLOWS:
"
6 SECTION 1. That the City of San Bernardino has previously acquired 160,000 automated
7 refuse carts for residential service from Toter,Incorporated and that it is desirable to continue to
8 use the same manufacturer to eliminate the need to maintain separate replacement parts

10 nventories. Pursuant to this determination,the Purchasing Manager is hereby authorized and
11 directed to issue an Annual Purchase Order to Toter, Incorporated, for the purchase of automated
12 refuse carts with the total amount "not-to-exceed" $175,000.
13 SECTION 2. The authorization to execute the above referenced is rescinded if a
14 purchase order is not issued within sixty(60) days of the passage of this resolution.

City.
