Synopsis of Previous Council Action:
Similar agreements have been in effect since July 1986. Mayor and Council last approved a Purchase Connection
agreement, now known as Insource Health Services, on September 2, 1998, Resolution No. 98-268, which covered the
period of September 1, 1998 to August 30, 2000.

Staff Report
Subject:
Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or
her designee to execute an agreement with Insource Health Services Group, formerly known as
Purchase Connection dietary program, for raw food products for the City's Senior Nutrition
Program.
Background:
The City of San Bernardino Senior Nutrition Program and Insource Health Services Group
Purchasing Dietary program, formally known as Purchase Connection, wish to continue their
association by renewing the current agreement.
The Senior Nutrition Program's use of Insource Health Services essentially serves as a buying
"co-op" and provides substantial savings both in direct food purchases as well as staff time.
Municipal Code Section 3.04.010 Sub-Paragraph B.3 authorizes this type of purchase agreement
with Council approval.
Insource Health Services was originally recommended by the County Department of Aging and
Adult Services to assist it's contractees in lessening their raw food purchasing costs. The city's
Senior Nutrition Program began utilizing Insource Health Services over 15 years ago.
Insource Health Services, through it's competitive bidding processes, screens and selects vendors
who provide the lowest overall prices to its members.
The Senior Nutrition Program spends over 30 percent of its annual budget with vendors who are
affiliated with Insource Health Services.
Insource Health Services rebates two percent (2%) of the gross purchase cost to the City's
Nutrition Program. Significant savings are realized annually through utilization of those vendors
recommended by Insource Health Services through rebates and discounts.
Eliminating Insource Health Services would result in a significant increase in staff time allotted
to raw food purchasing, with no increase in savings.
Financial Impact:
The Senior Nutrition Program is fully funded through a federal grant from the County in the
amount of$245,099. An in-kind match of$87,406 is provided through the general fund as a part
of the budget costs for operation of the two Senior Citizen Centers. An annual participation fee
of$1,000 is based upon a per meal count at a rate of.005 per meal. This fee is covered in the
grant as part of the raw foods expenditures.
Recommendation:
Staff recommends the adoption of the resolution.

6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
7 CITY OF SAN BERNARDINO AS FOLLOWS:

9 SECTION 1. The Mayor of the City of San Bernardino or her designee is hereby

11 authorized and directed to execute on behalf of said City an agreement with Insource Health
12 Services Group, formerly known as Purchase Connection Dietary Program, relating to raw food
'
13 products for the City's Senior Nutrition Program. A copy of said agreement is attached hereto,
14 marked Exhibit"A" and incorporated herein by reference as fully as though set forth at length.
15 SECTION 2. The authorization granted hereunder shall expire and be void and of no
16 further effect if the agreement is not executed by both parties and returned to the office of City
17
Clerk within 60 days following effective date of the resolution.
