Attached for your review is a copy of the Position Justifications for non-sworn, full-time
appointments, promotions and other personnel actions to be reviewed by the Mayor and
Common Council at the July 24, 2000 Council meeting.

POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the July 24,
2000 Council meeting.
CLASSIFIED
GENERALFUND
1.& Building Inspector I (Audiss, J. & Reynolds, B.) — Appointments
2. DEVELOPMENT SERVICES
These two (2) existing positions were vacated due to a promotion/resignation. These
two (2) positions perform building inspections of permitted construction and inspections
of HUD homes throughout the City. As a result, these positions are supported by the
permit fees collected for these activities. Filling these two (2) positions is necessary to
enable the department to meet the inspection demand created by development activity
in our community. Inadequate staffing will result in delays and problems for builders.
Builders have an expectation that they will receive inspections within 24 hours of
making a request as provided for by the building code. Delays in obtaining inspections
result in disruption to the builder's construction schedules, increased costs and
frustration and ill will towards the City.
23. Animal Shelter Office Specialist (Cullin, K.) - Appointment (Provisional)
ANIMAL CONTROL
This provisional appointment will be effective until a permanent replacement is found.
The Animal Shelter Office Specialists are the initial point of contact for the department
six (6) days a week -- handling all incoming calls, dispatching calls to the officers and
providing "in-person" services to the public such as adoptions, redemptions, licensing
and general information with animals/problems.
The incumbent will hold this position provisionally until the recruitment process ends
and a permanent replacement can be found.
24. Programmer— (Karschner, M.) — Promotion
MANAGEMENT INFORMATION SYSTEMS
This promotion is a fill of the vacant Fire Support Programmer. It is the only MIS
position dedicated 100% to the Fire Department. The Fire Department is in the process
of a total upgrade to new software, as well as numerous other projects. This position is
critical to keep their automation projects moving forward.

REFUSE FUNDS
25.- Refuse Operator III (Drennen, R., Leon, D., Parker, R.) — Promotions
27. PUBLIC SERVICES
These three (3) Refuse Operator III positions were approved by Mayor and Common
Council on July 10, 2000, as part of refuse field operation staffing increase. It is
necessary to fill these positions in order to maintain full collection capability in the
commercial side of the refuse operation at the standard established by the department.
Without these positions, commercial customer service is severely limited and revenue is
affected.

ECONOMIC DEVELOPMENT AGENCY
In considering the overall workforce needs of the Economic Development Agency, the
Executive Director has decided not to replace the Development Director, but instead to
under fill the vacant position with a Project Manager. The incumbent possesses the
requisite educational and supervisory background and experience and meets the
employment criteria for the position.
