Synopsis of Previous Council Action: The last Five-Year Consolidated Plan for the period of 2010-2015 was adopted on May 10, 2005. Each fiscal year since the original adoption of the Five-Year Consolidated Plan the City Council has adopted an Annual Action Plan that details the City's planned use of funding for that fiscal year. Background: The Consolidated Plan is a planning document used by cities, counties and states to identify housing, homeless, human and economic development needs and to develop the long-term strategies to address them. The U.S. Department of Housing and Urban Development (HUD) requires any city jurisdiction seeking funding under the Community Development Block Grant, Home Investment Partnership and Emergency Solutions Grant programs to submit a Consolidated Plan. Fiscal year 2014-2015 is the last program year of the City's existing 2010-2015 Consolidated Plan. Consequently, staff has begun planning for the 2015-2020 Consolidated Plan period, which requires a series of public hearings, needs assessment and inventory of the City's housing stock. The public hearing presentation will last approximately 15 to 20 minutes and was noticed in accordance with the regulation. The proposed agenda is as follows: Agenda I. Summary of the Consolidated Plan process II. Explanation of the City's Housing and Community Development Programs III. Explanation of the Needs Assessment and Other required components of the Consolidated Plan Process. IV. Online Survey Process V. Question and Answer Period Additional hearings will be held at (or around) 6:00 p.m. on December 15, 2014 Updated: 11/12/2014 by Georgeann "Gigi" Hanna A I Packet Pg. 366 6.A 3556 and January 20, 2015 during the open session of the Mayor and Common Council Meeting. The City's has contracted with Veronica Tam and Associates (VTA), Housing and Community Development consultants, to manage the 2015-2020 Consolidated Plan process. The presentation will be presented by City staff in collaboration with VTA. Fiscal Impact There is no fiscal impact to holding the Consolidated Plan Public Hearing Recommendation Staff recommends the hearing be held and any public comments be recorded as part of the 2015-2020 Consolidated Plan process.
