On October 22, 1992, the Redevelopment Committee recommended, in
regular session, that the Community Development Commission set
November 16, 1992, the Biennial Public meeting.

redevelopment plans.

STAFF REPORT
Biennial Public Hearing
The State of California Health and Safety Code Section 33848.5 requires
all redevelopment agencies in a city exceeding 75,000 in population to
conduct a Biennial Public Hearing regarding their redevelopment plans.
The purpose of the hearing is to "hear the testimony of all interested
persons" and review redevelopment plans and progress. The last public
hearing was conducted in 1990. Subsequently, additional hearings were
held relative to the amendments necessary for each project area to
contribute its share to the Low/Moderate Housing Fund. Pursuant to
such laws, it is timely and appropriate to designate a date for the
next public hearing.
Notice of the public hearing must be posted in a newspaper of general
circulation at least once weekly for three (3) successive weeks prior
to the public hearing. The notice must be posted in at least four (4)
prominent places within each redevelopment project area for a period of
three (3) weeks. Such publication and posting must be completed at
least ten (10) days prior to the date of the public hearing.
In accordance with the preceding text, a public hearing date to review
and evaluate all redevelopment plans should be set for November 16,
1992 at 11:00 a.m. On October 22, 1992, the Redevelopment Committee,
in regular session, recommended the Community Development Commission
set November 16, 1992 as the date and time certain for the Biennial
public hearing.
Staff recommends adoption of the form motion.
