Synopsis of Previous Council action:
07-06-92 -- Authorization granted to Public Works Department to _
develop an experimental plan for diagonal parking.
08-17-92 -- Authorization for funding in the amount of $17, 600, and
for Public Works Department to advertise for bids, for
installation of diagonal parking, granted.
10-19-92 -- Authorization to execute contracts with PPS and CARS,
and purchase of tent, referred to the Downtown Task
Force, with a report on 11-16-92.
Recommended motion:
Adopt resolution.

,CITY OF SAN BERIQRDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
On August 17 , 1992, a report by the Project for Public
Spaces (PPS) , entitled San Bernardino Downtown Plan, was
presented to the Community Development Commission. This report,
among other issues, addressed the fact that many people jaywalk
at the "Breezeway" on Court Street, between "E" Street and "D"
Street. It is concluded that a mid-block crosswalk will be
necessary on Court Street to respond to existing and future
pedestrian use .
IA mid-block crosswalk was, therefore, included in the
plans for installation of diagonal parking on Court Street.
ISection 21106 , of the California Vehicle Code, states that
local agencies may establish mid-block crosswalks by ordinance or
resolution. We recommend that the attached resolution be adopted
to establish this mid--block crosswalk.
URGENCY CLAUSE:
Construction has been started on installation of diagonal
parking, and the mid--block crosswalk. This resolution will need
to be adopted at the Council meeting of 11-2-92, in order for it
to be authorized by completion of construction.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE LOCATIONS WHERE MID-BLOCK
3 CROSSWALKS ARE PERMITTED IN THE CITY IN ACCORDANCE WITH
4 CALIFORNIA VEHICLE CODE SECTION 21106 .
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO, AS FOLLOWS:
6 SECTION 1 : In accordance with Section 21106 of the
7 California Vehicle Code, mid-block crosswalks shall be permitted
8 at the following locations in the City:
9 (6) COURT STREET
10 (a) Between "E" Street and "D" Street.
11 SECTION 2 : The City Traffic Engineer shall indicate such
12 places by causing the painting of lines upon the surface of the
13 roadway.
