STAFF REPORT
Per the request of Peggy Ducey, Assistant to the City
Administrator (Attachment A) , the classification of
Transportation Program Coordinator/Administrative Analyst is
being established, in order to more effectively implement the
City's trip reduction program. The attached job description
(Attachment B) fully describes the duties of this position. The
salary is being established at Range 2357, $2, 632 - $2, 764 -
$2,902 - $3, 047 - $3, 199 per month.
The annual compensation for the position, including 21.37% for
variable fringe benefits that rise with salary is:
* $32, 146 at Step 1
* $39, 072 at Step 5
At its October 8, 1992 meeting, the Council Personnel Committee
"recommended approval and asked that staff coordinate the job
description and include the proviso that when/if State funds
become unavailable the position would be deleted. "
The proposed job description has been submitted for review and
approval by the Civil Service Board at its meeting of October 27,
1992.
There is no impact on the General Fund, since the new position is
fully funded through AB 2766, which provides for a portion of
vehicle licensing fees to be returned to cities to support in-
house and community trip reduction plans and programs. The job
flyer will include a statement that if these funds are
eliminated, the position will be deleted as well.

SUBJECT: Creation of New Employee Position

The South Coast Air Quality Management District (AQMD) requires
that all employers with 100 or more employees in the South Coast
Air Basin to provide trip reduction plans for employees to
encourage ridesharing. For the past few years, the City has hired
contract employees with no benefits to implement the trip reduction
program. However, as more cities are hiring permanent
Transportation Coordinators, it has been difficult to keep these
employees on contract for an extended period of time. A certain
amount of down time results when a new contract employee is hired
and the efficiency and effectiveness of the Rideshare program is
jeopardized. AQMD is closely monitoring the City's compliance to
our approved Employee Rideshare Plan, and has the ability to fine
the City if we are not adequately implementing our Plan.
The City receives funds from AB 2766 which provides for a portion
of vehicle licensing fees to be returned to cities to support in-
house and community trip reduction plans and programs. If the
position was made permanent, all salary and benefits costs would be
fully financed by these funds. If these funds are eliminated, the
position would be eliminated as well. The present salary range is
$15/hour, which is closest to Salary Range 2357, which equates to
an annual salary of $31, 584 .

ADMINISTRATIVE ANALYST
JOB DESCRIPTION
Under direction, to have functional responsibility for developing and
implementing the City's Employee Rideshare Program, developing and
monitoring the program's budget, researching and analyzing data on
ridesharing, and maintaining adequate files and records. As an
administrative analyst, performs a variety of analytical functions,
including research and report writing on a variety of municipal
issues.
REPRESENTATIVE DUTIES
Provides courteous and expedient customer service to the general
public and City department staffs.
Develops and implements the City Employee Rideshare Program, as
required by the Air Quality Management District (AQMD) , and
interfaces with AQMD for the Plan's approval and modifications.
Develops and markets transportation management strategies to increase
employee ridesharing by making oral presentations, developing written
materials, and coordinating promotional functions.
Gathers and analyzes data regarding ridesharing statistics, and
prepares reports with recommendations.
Acts as a liaison between the City and other agencies, including
AQMD, Omnitrans, Caltrans, Commuter Transportation Services, and
other cities.
Keeps accurate records and files and conducts audits of the Employee
Rideshare Program and monitors compliance to Program goals and
requirements.
Researches grant sources and collaborates with other departments to
identify projects for transportation funding. Develops grant
proposals with close coordination from appropriate departments.
Keeps informed of current legislation and pending changes in the
transportation industry; routinely adheres to and maintains a
positive attitude towards City and Department goals; and performs
related duties as required.
MINIMUM QUALIFICATIONS
Equivalent to a bachelor's degree, preferably in transportation
planning, public administration, marketing, or a related field.
One year of experience in public or business administration, six
months of which have been in planning, operating or evaluating a
commuter oriented transportation program.
Possession of a valid Class "C" California Driver's License is
required.

Principles and current regulations for commuter transportation
programs; marketing strategies, data gathering and
presentation techniques;
Procedures relating to the preparation and submission of
proposals, grants, and contracts;
Standard recordkeeping methods;
Principles and current regulations of commuter transportation
programs;
Marketing strategies;
Principles of program budget development and administration;
Data gathering and presentation techniques.
Ability to:
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Prepare and present written and oral reports with
recommendations;
Collect, compile, and analyze data relating to transportation
and other municipal issues;
Establish effective working relations with City officials,
transportation agency representatives, and other
governmental and private sector officials contacted in the
course of work;
Communicate effectively, orally and in writing.
ORGANIZATIONAL RELATIONSHIPS
The Transportation Program Coordinator/Administrative Analyst is a
professional level staff position in the City Administrator's office.
Supervision is received from the City Administrator or his/her
designee.
