CITY OF SAN BER1. iRDINO - REQUEST r-*3R COUNCIL ACTION
STAFF REPORT
The attached memo from City Clerk Rachel Clark states that the
Public Works Department would like to have the Mayor and Council
place a charter amendment on the March 2, 1993 election to increase
from $2,000 to $15,000 the value of City-owned real property that
can be sold without competitive bidding.
The justification for this request is that since the $2,000
limitation was placed in the charter the property values have grown
so significantly that even a very small parcel of no general
interest is valued in excess of the $2,000 amount causing
unnecessary cost to the taxpayers of a formal bidding process.
It is recommended that the Mayor and Council authorize the
City Attorney to prepare the proposed Charter Amendment to be
brought back for formal approval.

----------------------------------------------------------------
The Public Works Department would like to have the Mayor and
Council place on the March 2, 1993 ballot a charter amendment
measure which would permit the City to increase from $2,000 to
$15, 000 the value of property that could be sold without
competitive bidding.
I have discussed this matter with Sr. Asst. City Attorney Dennis
Barlow and via this memo would like to formally request the
assistance of your office in preparing the appropriate
resolutions to have this matter placed on the Council agenda for
the Council meeting of November 16 . I have given Dennis the
material sent by Verne Nadeau and I have also given him the draft
resolution I prepared for his review.
If you have any questions, please do not hesitate to call me.
Thank you for your cooperation and assistance in this matter.
