FELDHEYM 3 CENTRAL BRANCH OF THE SAN BERNARDINO PUBLIC LIBRARY AS THE PUBLIC LIBRARY TO RECEIVE A COPY OF THE LOCAL APPOINTMENTS 4 LIST (THE MADDY ACT) 5 WHEREAS, The Maddy Act takes into consideration a vast and largely untapped 6 7 reservoir of talent which exists among citizenry that all too frequently is unaware of the 8 opportunities for participation on local regulatory and advisory boards and commissions; 9 and 10 WHEREAS, in accordance with this provision, on or before December 31" of each 11 12 year, the Common Council shall cause to be prepared a list of all ongoing boards, 13 commissions and committees which are appointed by the Common Council, and a list of all 14 appointive terms which will expire during the next calendar year, to include the name of the 15 incumbent appointee, the date of appointment, the date the term expires, and the necessary 16 17 qualifications for the position (Attachment A); and 18 WHEREAS, California Government Code Section 54973 requires the City Council 19 to designate the public library with the largest service population within its jurisdiction to 20 receive a copy of the list; and 21 WHEREAS, on a per-capita basis, the Norman F. Feldheym Central Branch is the 22 23 most heavily used branch in the San Bernardino City Library system and is the public 24 library with the largest service population within the jurisdiction of the City of San 25 Bernardino; 26 27 28 1 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON 1 2 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 3 SECTION 1. That the City of San Bernardino does hereby designate the Norman F. 4 5 Feldheym Central Branch, a public library with the largest service population within its 6 jurisdiction, to receive the annual copy of the Mayor and Common Council-approved Local 7 Appointments List. 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 2 1 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY 2 OF SAN BERNARDINO DESIGNATING THE NORMAN F. Members are nominated by members of the Common Council and appointed by the Mayor, with approval of the Common Council. In accordance with the provisions of Government Code Section 54972, on or before December 31 of each year, the legislative body or Common Council must post a list of all ongoing boards, bureaus, committees, and commissions which are appointed by the Mayor and Common Council. This list must include which terms will expire during the next calendar year with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the positions. Necessary Qualifications: Each member of any board, bureau, committee, or commission appointed by the Mayor and Common Council shall be and remain a registered voter within the City and each member nominated by a Council Member shall be and remain a resident of the ward of such Council member during the term of appointment, unless otherwise provided. Except for the Board of Water Commissioners, members shall serve without compensation, at the pleasure of the Mayor and Common Council.
