Establishment of Salaries for Fire Department Ranges P-1, P-2, P-3 and P-4, Effective August 1,
2011.
Financial Impact:
The City's FY 2011-12 approved budget included$200,000 in General Government for all
Charter 186 anticipated salary increases. The amount of Charter 186 salary increases for Fire
Safety, as outlined above, is $34,600. This action will leave a remaining balance of$165,400.
Motionl: That salaries for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3
(Fire Engineer) and P-4 (Fire Investigator/Captain) be established, effective
August 1, 2011; and
Motion 2: That the Director of Human Resources be authorized to amend Resolution No.
6429 to reflect the above action; and
Motion 3: That the Director of Finance be authorized to amend the FY 2011-12 budget.
Synopsis of Previous Council Action:
On November 15, 2010, the Mayor and Common Council approved the establishment of salaries
for Fire Department Ranges P-1 (Firefighter), P-2 (Paramedic), P-3 (Fire Engineer), and P-4
(Fire Investigator/Captain), effective August 1, 2010.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Fire Safety Unit
for the 10 cities to be used for this year's calculations. The salaries of those cities have been
averaged to determine the salaries for this year's Fire Safety classifications.
The 10 cities selected include:
Santa Rosa Salinas
Pasadena Huntington Beach
Elk Grove Vallejo
Hayward Orange
Roseville Irvine

Effective August 1, 2011, the new monthly salaries are as follows:

Adding an annual average benefit rate of 29.977% to reflect the variable fringe benefit costs,
which rise with the salary, the total added costs for salaries and fringe benefits for General Fund
positions is $8,700. Additionally, to better reflect the Fire Department's staffing levels and
overtime costs for FY 2011-12, their overtime account should be increased by $25,900. This
brings the total amount for Fire Safety to $34.600. By comparison, total Section 186 costs for
this group in FY 2010-11 were $107,400 which included a decrease of $6,300 for the
department's overtime budget.
The Firefighter Trainee salary will be set at $4,463 per month, which is 80% of the Firefighter
(P-1), Step A, salary.
