Economy 11 OCT -5 PM 3: 43 City C Secret omy of Inland Empire City of San Bemordirl((consolidation of Transportation Permits Offices) Caltrans decided to centralize / consolidate their Transportation Permit Offices to Sacramento. San Bernardino (South) Permit office produces approximately 65% and Sacramento (North) office produces approximately 35% oversize and overweight Transportation Permits. Trucking companies, dozens of permit companies, Heavy equipment rental companies, Pilot Car companies bring jobs and play a major economic role to Inland Empire. Immediate impacts of closing San Bernardino Transportation Permit Office- Walk in Customers — 7,000+ walk-in-customers will not be able to get permits. Mostly minority truckers and small trucking companies will face dire challenges in this ailing economy. These truckers now walk in to get permits from San Bernardino office and travel on highways. After consolidation they need to setup an office to get permits from Sacramento which they do not effort or they will drive illegally which may lead to a safety issue. • Many local Heavy Haul Trucking Companies, Pilot Car Companies and Heavy Equipment Rental Companies will face more difficulties to survive as the industry already faces recession. • Many of local Permit Companies will close or will relocate in Sacramento. • Increase costs to process Annual Permits - No walk-in for urgent pickup. Mail- in-process will delay to get annual permit from an office 400 miles away in Sacramento. State cost will increase for mailing 5000+Annual and repetitive permits. • System Failure — When system fails there will be no option to use the South Region office. Permit processing will be severely delayed. • Earthquake—Destruction of only Sacramento office will be catastrophic to permit process. No option will be there to use the South Region office. • Other Challenges —Variance escort; Construction Liaison field trips; Coordination meetings with Caltrans South Region Districts; Training to Local City and County officials, CHP,Permit company staff in South Region. • Experienced Permit writers —Almost 100% of permit writers from South Region will leave permit office in a very short time. As the experienced permit writers will leave, Caltrans' ability to provide sufficient on-the-job training for its, new --d / Page 1 of 4���� r permit writers will be reduced, thus increasing the risk that permit errors can occur. • This consolidation will have a severe negative impact to the heavy haul industry, jobs and the economy of Inland Empire. Robert Copp, Chief- Division of Traffic Operations, issued a "Notice of Transfer" to South Region Employees. Notice of Transfer states reasons-to deliver public service efficiently, improve business operation of the Permit program, streamline permit related activities, and reduce cost. Internal e-mail from Robert Copp to James Anderson, Chief of Truck Services, on June 9, 2011, states - it will resolve some-of the management issues. (See copy of the Notice of Transfer and e-mail-Attachment 1&2). Robert Copp's Notice of Transfer and e-mail are contradictory & misleading. Cost or State's payroll burden-V C Section 35795 Permit Fee states - The fee established by the Department ......shall be calculated to produce a total estimated revenue that is not more than the estimated total cost......for administering this article. Permit fee pays for Permit program payroll and other costs. Thus Permit program cost has no impact on State's payroll burden and other costs. (See VC Code-Attachment 3) Permit fee pays to administer the permit program and has no cost to the state. Management failure to implement TPMS - Management could not implement TPMS (Automated Computerized Permit Processing system that would allow process permit in few minutes from any place using Internet). Millions of dollars and state resources wasted for six years with no accountability. New management team now adopted a new automated system ATPS (Automated transportation Permit System). Future of ATPS is uncertain. i Management failure to implement TPMS is a cause of customers suffering. Management failure to update Transportation Permit Manual -California Regulatory Notice Register 2002 states - Manual may be considered as an informal or "Underground" regulation. Many of denial causes come from this Manual. Industry is suffering. It is unknown why management could not fix the Manual during last 10 years? (See the state regulatory Notice-Attachment 4). Manual/"Underground" regulation is the primary cause for many permit denials. Page 2 of 4 r Management failure to provide adequate Staffing for Work Load- In 2010-2011 fiscal year South produced 80,821(63%) and North 47,985(37°/x). North has 16 staff and South has 20 staff(see the staffing list from website-Attachment 5). For 37% permits North has 16 employees, then South should get 27 employees for 63% permits. Now South needs additional 7 more employees to provide the same service. Staffing and workload analysis, during last eighteen years, shows South Region was always understaffed. Transportation Permits 1994 reorganization plan and California State Auditor Report May 2000 acknowledged the understaffing and management failure. Management continued to fail to comply with the recommendation in these reports since then. More work and less staffing is the primary cause for delayed permit process in South. Management never provided adequate staffing to South Region. Operation Free Flow-Nearly half of all of the United States' imports arrive at the twin ports of Los Angeles and Long Beach. These ports receive over 14 million containers per year. By 2030, that number is expected to grow to almost 45 million containers per year. This incredibly lucrative industry ships over $200 billion worth of goods annually through these ports. Once off-loaded, containers carrying everything are transferred either onto trains or trucks. 75% of those containers then leave the region entirely, on trains and trucks headed to other states, with over 50% of the containers off-loaded at the Ports of Los Angeles and Long Beach passing through Inland Empire. (Taken from- http.-11www.scag ca 9ovh°tpta%df/2005/tac091505 4-2 2 pdf and "Operation Free Flow" by Councilmember Steve Adams, City of Riverside) The construction of dedicated truck lanes, inland truck ports, port improvements, subsidies for purchase of cleaner burning trains, trucks and equipment, and other projects that could improve the efficiency and decrease the impacts of the goods movement. Talks have already begun between government agencies and the logistics industry to enact a voluntary container premium dedicated to provide infrastructure improvements. In dealing with such a complex and multi jurisdictional issue as transportation infrastructure, Caltrans office of truck services should be located in Southern California. Caltrans office of truck services regulates legal truck size & weight, oversize & overweight trucks permits, enforcement facilities, weigh stations, weigh in motion and truck routes. Page 3 of 4 By consolidating transportation permit offices, management is trying to cover up their decades of failure to administer the transportation permit program efficiently. The powerful and respected political office holders in the Inland Empire/Southern California have a golden opportunity to stop this consolidation of Transportation Permits in Sacramento and to move the Office of truck services to Southern California to enhance the economic growth in Southern California.
