1. Coordination of all aspects (identification, apprehension, clean-up). Hire or
assign a coordinator to oversee Los Padrinos, police (city and school) and code
enforcement aspects of graffiti program.
2. Stricter enforcement of curfew. Stop and question all youth after hours. Cite
when appropriate.
3. Targeted approach to graffiti clean-up. Designate specific graffiti free zones and
meticulously, methodically attack graffiti in that area. Possible areas to select:
major business corridors, public parks.
a. Rationale:
i. We are falling behind (can't maintain 24 hr turnaround)
ii. Graffiti is increasing and expanding to previously untouched areas.
iii. Graffiti is a sign of disorder and often contributes to a sense of
lawlessness.
iv. Targeted approach allows us to develop better coordinated
strategies in a controlled environment and hopefully experience
some success.
4. Partnerships
a. Business community-
i. Tightening enforcement of spray paint sales.
ii. Recognition program for business owners that are quick to clean-
up graffiti
iii. Free paint to business partners that promise to be responsible for
designated areas.
iv. Develop a video camera surveillance system that is connected to
SBPD.
b. Neighborhood Associations-
i. Recognition program for Neighborhoods that are quick to clean-up
graffiti.
ii. Free paint to Neighborhoods that promise to be responsible for
designated areas
iii. Rewards for tips that lead to catching graffiti taggers.
iv. Better dissemination of graffiti hot-line numbers.
c. Schools-
i. Encourage schools to adopt neighborhoods and sponsor graffiti
clean-up days.
ii. Recognition program for schools that keep their neighborhood
graffiti free.
iii. Free paint to schools that promise to be responsible for designated
areas
