On October 7, 1993, the Redevelopment Committee recommended that the Community Development
Commission allocate $34,675 to the Baseline Area Business Association (BABA) for private security services
subject to the equal and prior matching contribution of$34,675 from BABA and authorize the Executive
Director to develop and execute all necessary documents to effectuate this transaction.

Renewal of Security District for the Baseline Area Business Association
At the August 3, 1992 meeting, the Community Development Commission approved an amount not-
to-exceed $34,675 for shared security expenses for the Baseline Area Business Association (BABA)
(formerly Baseline Area Merchants). Recently, BABA has requested the agreement be continued for
the second year.
Over the past year, the Baseline Area Business Association (BABA) has expressed its satisfaction with
the security district. In particular, BABA has reported a decline in criminal and nuisance activities
which in the past has kept away customers and frightened store employees. In letters provided to
Development Department staff, BABA members have cited instances of loitering, panhandling,
drunkenness, and unnily crowds prior to the implementation of the security district. Highland Empire
Security Patrol (the company that BABA has selected) reported during January 1, 1993 and July 31,
1993, that it responded to 805 calls from BABA members, of which 63 calls resulted in filed criminal
reports. The security district also provides a benefit to the police department, as officers are able to
spend their time addressing more serious crimes because they get fewer calls from BABA members.
The concerns and comments of BABA members highlight the members' struggle to combat criminal
activities in a high profile area and the need for assistance. BABA is comprised of retail and
commercial enterprises generally located one block North and South of Baseline from Watennan
Avenue to "H" Streets within the Uptown Redevelopment Project Area. The organization has
requested financial assistance from the Economic Development Agency - Development Department to
underwrite the cost of security which will amount to ten (10) dollars per day for twenty-four (24)
hours of coverage, and the program will only be available to businesses electing to utilize night
coverage. The total cost will be $190 per day for 365 days for a total annual cost of$69,350 per
year.
Because the request is similar to that of the Hospitality Lane Merchants which was approved
previously, with Agency participation scheduled for termination after two (2) years, it is appropriate
that the terns and conditions be similar. The agreement will require a matching contribution from
BABA to equal the Agency's maximum contribution of$34,675. The BABA contribution, which is
required to be "in place" prior to provision of Agency assistance and will provide security services for
one year. In accordance with existing Agency practice regarding funding of security districts, this will
be the final contract renewal for BABA.
Based upon the foregoing, staff recommends adoption of the form motion.
