To approve the Agency Administrator to contract with Dekra—Lite to provide and install
permanent decorative lighting. The property owners and/or businesses to reimburse the
Agency 50% of the cost of private property.

Decorative Lighting Project, Downtown Buildings
The subject of a permanent decorative lighting program to the
retail and entertainment sector of the downtown business district
has been discussed with downtown property owners and business
operators since 1989 . The object of the decorative lighting program
would be to permanently create a skyline for downtown at night,
make it clearly visible from the freeway, and above all create a
sense of identity for the entertainment district of the city. This
has been done with considerable success in many cities across the
nation, Dallas, Texas being an excellent example.
The matter was tabled on several occasions, reasons being that the
safety lighting of the proposed streetscape should take priority,
the limited entertainment and retail available in the downtown
area, and cost.
Since 1989 the situation has changed dramatically, the streetscape
project Phase I and II has been implemented with the increased
safety lighting, retail outlets outside of the mall have increased,
and above all downtown is fast emerging as an entertainment center
anchored by Court Street Square. The square is now surrounded by no
fewer than eleven restaurants/bars/nightclubs, five of which have
opened this year alone. Several more proposed for the coming year.
Court Street Square has become an entertainment center featuring a
wide range of entertainments from all types of music to live
theater, and a festival of Shakespeare.
During the holiday season of 1992, Main Street managed to persuade
all of the tall buildings downtown to outline their rooftops with
the temporary holiday lights. The effect was immediate and stunning
however the effect was short lived due to the nature of the
product. In August of this year Main Street again approached the
property owners and business operators on "E" Street between Second
and Fourth, Court Street and "D" Street between Third and Fourth
with the proposal to install permanent decorative lighting to the
rooftops. These would be illuminated year round. Main Street had
now also secured a supplier of this commodity at a saving of
approximately 32% compared to the 1989 price.

The proposal was that the individual property owners would bear 50%
of the cost of the program with Main Street matching the remaining
cost. Property owners would see to future maintenance and bear the
additional utility costs. Main Street would bear 100% of the cost
of public buildings, eg. City Hall, 201 Building, Court Street
Square tent, and the Clock. On this occasion the program was
received enthusiastically by the group who unanimously agreed to
participate in the program including the following:

Main Street will coordinate and oversee the entire project and act
as liaison between the private and public sector. Dektra Lite was
chosen as sole supplier based on bids solicited, and time
considerations. The decorative lighting program accomplishes many
of the Main Street objectives in stimulating retail and thus jobs,
cultural and other entertainment, and creating a sense of identity
for downtown. The contribution of over $20, 000 by the private
sector indicates the confidence of local businesses in this
program.
