STAFF REPORT
PROBLEM:
During the mid-year budget review of fiscal year 91/92 , a
sergeant's position was eliminated from the Community Programs Unit
of the Police Department. As a result, the personnel in that unit
were placed under the supervision of one Community Service
Representative (CSR) III assigned to Personnel & Training. This
arrangement has been in place for 1-1/2 years, and it has become
apparent that this span of control is too much for one supervisor.
To adequately supervise these two units (which are on different
floors of the police department) and complete necessary staff
assignments, two supervisors are required (one for Personnel &
Training, one for Community Programs) .
RECOMMENDATION•
It is the Police Department's recommendation that one CSR II
position, currently in the Personnel & Training Unit (account 224)
of the Services Division, be reclassified to a CSR III and
reassigned to the Community Programs Unit (account 223) of the
Services Division.
FINDINGS:
Historically, the Personnel & Training Unit was supervised by a
sergeant, and the Community Program Unit by another sergeant. In
keeping with the department's commitment to civil ianization, the
sergeant's position in Personnel & Training was replaced with a CSR
III . The department had planned for this change and felt that the
proposed span of control was an appropriate one.
During the budget current process which accompanied the FY 91/92
mid-year review, the Department also eliminated the sergeant's
position in Community Programs. Both units were then assigned to
the CSR III in Personnel & Training.
After one year in this configuration, it has become apparent that
the span of control is more than one CSR III can handle. The
Personnel & Training Unit is responsible for three important
departmental operations: recruitment, training, and the Reserve
Program. The training program requires a great deal of hands-on
involvement by the CSR III.
Police training is an extremely critical function. The high
exposure of police personnel to civil liability, the continuing
changes in the law, and the ever increasing demands upon personnel
to provide service to a' culturally diverse community have only
increased our need for training.
The department has considered several alternatives to deal with
this dysfunctional span of control. As noted earlier, staff feel
that the current situation is unworkable and that a change is

mandated. We have considered taking several of the units assigned
to the current CSR III position and reassigning them to other
units, primarily the Patrol Division. However, the Patrol Division
is our largest and most complex unit. All of the supervisors in
the Patrol Division are sworn personnel. I feel that it makes
little sense to take supervisory tasks away from nonsworn personnel
and reassign them to higher paid sworn personnel. Additionally,
the time of the division's sworn personnel is better used in
supervising field operations.
The department feels that a more appropriate solution to our
dilemma is to eliminate one CSR II position from Personnel &
Training, upgrade it to a CSR III, and reassign the position to
Community Programs. This will then allow us to assign one CSR III
to Community Programs and the original to Personnel & Training.
This appears to be the best available solution, .
The costs associated with this position upgrade will be as follows:
The current CSR II's eligible for a CSR III position earn an annual
salary of $29, 340 plus $6,270 in benefits. This amounts to a total
annual cost of $35, 610. A CSR II on step five, when promoted to
CSR III, would start out on step one of that salary range. This
step calls for an annual salary of $31,740, plus $6, 783 in
benefits, a total of $38, 523 . The difference between the two
positions would be $2,913 annually. Assuming the department
reclassified this position on October 21, the approximate cost to
the department for FY 93/94 would be $2 , 063 . The department is
anticipating salary savings in excess of $400, 000; thus, these
costs could easily be absorbed.
The below table portrays the cost of a CSR III at all five steps
and shows the difference between that position and a CSR II.

I believe this suggested position upgrade is a much more effective
solution to our problem than using a patrol sergeant. It will also
substantially upgrade the quality of service we provide, both in
Community Programs and in Personnel & Training.
In a memorandum dated March 8, 1993 , City Administrator Shauna
Clark approved the upgrade in concept. She asked, however, that we
delay the upgrade until the 93/94 budget was approved.
This upgrade was also approved by the Council's Personnel Committee
on April 22 , 1993 .
