Southern California is required by the 1991 South Coast
Air Quality Management Plan and the 1992 Federal Attainment Plan
for Carbon Monoxide to develop Transportation Control Measures
(TCM) , in order to reduce the number of vehicle trips . This
action is deemed necessary for the region to meet established air
quality standards.
The Congestion Management Program for San Bernardino
County , as amended by action of the SANGAG Board of Directors on
4-7-93 , requires jurisdictions to commit to certain actions by 6-
30-93 . Also, to adopt a transportation control measure ordinance
by 12-31-93 .
A reduction of 500, 000 trips per day is mandated for
Southern California by the South Coast Air Quality Management
Plan. San Bernardino County' s share of this targeted reduction
is 40, 000 trips per day.
Representatives from local government and SANBAG have
developed a list of core, recommended, discretionary and regional
actions, for inclusion in the TCM Program. Core actions, listed
on Attachment "A, " are required to be adopted by all local
agencies by 12-31-93. Recommended, discretionary t n and earenal
actions are listed on Attachments B, C, to
be considered for adoption.
It was the feeling of the representatives that developed
these actions that adoption of the core actions would achieve the
required reduction of 40 ,000 trips per day. However, if this is
determined not to be the case, some of the recommended, discre-
tionary, and regional actions will need to be adopted.
The South Coast Air Quality Management District (SCAQMD)
intends to adopt a backstop rule by 1-1-94 , which will allow the
District to impose additional actions on local agencies as
required to meet the targeted reduction in trips. It is
generally considered that implementation of a "backstop" rule by
the District would be undesireable, since the cities and county
would lose control.
Ten (10) of the core actions are design standards for
development, and one (1) is for new facilities by the local
agencies. These actions include providing a telecommuting center
and video conferencing facilities, and reduction in parking space
requirements. Adoption of these core actions may necessitate
amendments to our Development Code, and perhaps General Plan.
The proposed resolution commits the City to adopt the
core actions, and to consider the other actions. An ordinance
will need to be adopted by 12-31-93 to authorize implementation
of the Transportation Control Measure (TCM) core actions.

Due to the significant policy implications that will
result from adoption of the core actions , we recommend that the
proposed resolution be referred to the Legislative Review Com-
mittee for review and submittal of a recommendation to the Mayor
and Council .

DESCRIPTION:
Core actions need to be adopted by all jurisdictions in the South Coast Air Basin, i.e. the Valley and
Mountain portions of San Bernardino County. The core program consists predominantly of design standards
for new development. Application of these measures to existing development may be considered at the
regional level for certain actions, such as requiring the installation of bicycle parking facilities.

REGIONAL ACTIONS
DESCRI 'IION:
Regional actions are those which, if implemented locally, may not only place individual jurisdictions withir
a subregion at a competitive disadvantage, but may put the subregion, as a whole, at a disadvantage. These
measures fall into two categories: employer-based trip reduction programs and market incentives.
Regulation of employers or other existing sources would place significant administrative burdens on local
governments and, in some cases, may raise complex legal issues. Market incentives generally require
enabling legislation, and must be implemented region-wide to be effective. Local jurisdictions may choose
to implement measures from this list and would receive credit for implementation accordingly.

ADOPT CORE ACTIONS TO CONSIDER RECOMMENDED AND DISCRETIONARY
3 ACTIONS UNDER THE TRANSPORTATION CONTROL MEASURE SUB°REGIONAL
IMPLEMENTATION PROGRAM IN ACCORDANCE WITH THE REQUIREMENTS OF THE
4 1991 SOUTH COAST AIR QUALITY MANAGEMENT PLAN AND THE 1992 FEDERAL
ATTAINMENT PLAN FOR CARBON MONOXIDE.

6 WHEREAS, both the 1991 Air Quality Management Plan (AQMP)
7 and the 1992 Federal Attainment Plan for Carbon Monoxide (CO
8 Plan) include transportation control measures (TCM' s) for local
9 implementation by December 31 , 1993; and
10 WHEREAS, San Bernardino Associated Governments (SANBAG)
11 will provide updated documentation on local implementation of
12 TCM' s in November, 1993, to support SCAG' s conformity finding for
13 approximately $2 billion in currently unprogrammed local and
14 regional transportation projects; and
15 WHEREAS, the Governing Board of the SCAQMD will implement
16 a backstop rule (Proposed Rule 1504) by January, 1994 , to ensure
17 that local TCM emissions reductions will be achieved; and
18 WHEREAS, the regional actions taken by the SCAQMD would
19 more adversely impact this jurisdiction' s citizens and economic
20 vitality than actions taken locally; and
21 WHEREAS, local governments working together through
22 SANBAG have identified a list of core, recommended,
23 discretionary, and regional actions for inclusion in the sub-
24 regional TCM implementation program (as identified in Attachments
25 A through D) based on local characteristics and opportunities to
26 minimize inter-jurisdictional competitive issues;
27 WHEREAS, the SCAQMD Board Resolution 93-11 requests local
28 governments to provide estimated quantification of TCM actions to

CONTROL MEASURES PROGRAM.
1 the extent local government staff resources and assistance from
2 the District and other government agencies are available; and
3 WHEREAS, the need for and stringency of regional actions
4 will be determined by the amount of local action taken to achieve
5 the local trip reduction target; and
6 WHEREAS, the Congestion Management Program for San
7 Bernardino County, as amended by action of the SANBAG Board of
8 Directors on April 7 , 1993 , requires South Coast Air Basin
9 jurisdictions to adopt a transportation control measure ordinance
10 by December 31 , 1993, as a measure of compliance or risk losing
11 state subvention funds;
12 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:
13 SECTION 1 . The City of San Bernardino commits to adopt
14 all of the core actions listed in Attachment A Core Actions by
15 December 31, 1993.
16 SECTION 2. The City of San Bernardino will consider the
17 recommended actions listed in Attachment B, Recommended Actions,
18
for adoption by December 31 , 1993 :
19 SECTION 3. The City of San Bernardino will consider the
20 potential actions listed on Attachment C, Discretionary Actions,
21 for adoption by December 31 , 1993; as required to meet the City' s
22
trip reduction target.
23 SECTION 4 . The City of San Bernardino will consider any
24 actions from Attachment D, Regional Actions, for adoption by
25
December 31 , 1993 , and support their adoption regionally only to
26 the extent necessary to achieve San Bernardino' s portion of the
27 regional trip reduction target.

CONTR( MEASURES PROGRAM.
1 SECTION 5 . The City of San Bernardino will develop a
2 local implementation plan which meets the federal and/or regional
3 criteria for enforceability, identifying resources , funding, and
4 schedule for implementation of local actions that have, or will
5 be, adopted as part of the short-term subregional implementation
6 program.
7 SECTION 6 . The City of San Bernardino will develop a
8 local monitoring program to monitor implementation of actions
9 taken locally to reduce trips .
10 SECTION 7 . The City of San Bernardino will participate
11 with SANBAG and other local jurisdictions to develop a
12 centralized monitoring program to provide information needed to
13 periodically update the subregional transportation model , to
14 track implementation of local actions which have, or will be,
15 taken as part of both the subregional implementation program, and
16 assist in determining the effectiveness of the actions.
