2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO OPPOSING PROPOSITION NO. 174 -- PARENTAL CHOICE IN
3 EDUCATION.
4 WHEREAS, the Mayor and Common Council believes that a free
5 public education is the cornerstone upon which our democracy, a
6 model for other free nations throughout the world is built; and
7 WHEREAS, the Mayor and Common Council believes that the San
8 Bernardino City Unified School District has made great strides in
9 contributing to an educated citizenry by offering parents an
10 unprecedented array of educational options including more than 28
11 separate magnet school programs; and
12 WHEREAS, unlike the educational options offered by the San
13 Bernardino City Unified School District, the "Parental Choice in
14 Education" Initiative would undermine the free public education in
15 California by diverting public funds to pay the high cost of
16 tuition for existing and future private school students; and
17 WHEREAS, this proposal ignores the contributions of the
18 dedicated and caring professionals who teach in the San Bernardino
19 City Unified School District today and instead opens the door to
20 unscrupulous profiteering diploma mills that are not fully
21 accredited and do not meet minimal standards; and
22 WHEREAS, while failing to provide for credentialed teachers or
23 earthquake safe schools, this initiative would raid the state
24 treasury and create a serious hardship on public schools by
25 subsidizing with public tax dollars an elite dual private school
26 system, crippling public schools financially and consigning
27 millions of deserving students, including the most expensive and

4 difficult to educate, to inadequately funded schools.
5 NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common
6 Council of the City of San Bernardino do hereby strongly oppose
7 Proposition 174 -- "Parental Choice in Education" initiative.
8 I HEREBY CERTIFY that the foregoing resolution was duly
9 adopted by the Mayor and Common Council of the City of San
10 Bernardino at a meeting thereof, held on the
11 day of 1993 , by the following vote, to
