Sales Tax Budget.
02-17-92 - Resolution No. 92-56 adopted authorizing execution of
an Agreement with CG Engineering for professional
design services.
09-21-92 - Plans approved, authorization granted to advertise for
bids, and the transfer of $120 , 000 approved.
06-07-93 - Resolution No. 93-183 adopted awarding a contract to
Silvia Construction for the low bid price of $246 , 312 .
Recommended motion:
That Change Order No. 2 to the contract with Silvia Construction,
Inc. for the rehabilitation of pavement on Redlands Boulevard, from
Hunts Lane to Easterly City Limits, in accordance with Plan No.
8756 , be approved; to compensate the contractor for delays due to
hitting unmarked utility manholes and valve covers, at an increase
in the contract price of $5, 257 . 42 , from $244 , 478. 15 to $249, 735. 57 .

STAFF REPORT
The plans direct the Contractor to remove the top layer
of pavement by cold milling . During this operation, the milling
machine struck some sewer manhole and water valve covers , and
traffic signal pressure detector plates .
These facilities were not shown on the plans, or marked
in the field as a result of the Contractor' s notification to
Underground Service Alert. Utility companies are required to
mark their facilities , upon being notified of construction that
will be done in the area of their facilities . These utility
facilities were apparently not shown on the utility companies '
records, so consequently were not marked in the field. The
traffic signal detector plates were abandoned many years ago when
inductive loops were installed to provide detection.
The Contractor' s milling machine was extensively damaged
by striking these buried objects , that were not shown on the
plans or marked in the field. Upon striking one of these buried
objects, the Contractor was forced to shut down until repairs
could be made. These delays resulted in extra cost being
incurred by the Contractor.
Section 3-4 of the Standard Specifications provides that
a Contractor shall be paid for extra costs incurred due to the
existence of unknown physical conditions.
The Contractor has submitted a claim for $5, 257 . 42 for
the extra costs incurred due to shut downs and repairs. We have
reviewed the Daily Extra Work Reports submitted in support of
this claim, and found them to be justified.
There is an available balance in contingencies that can
be used to finance the cost of this change order.
We recommend that Change Order No. TWO be approved.

You are hereby compensated for the following extra work:
Construction delays caused by the asphalt concrete grinding machine
hitting the following buried items from 8/23/93 to 8/25/93 :
1) Two abandoned buried abandoned pressure plates
2) An unmarked Water Valve
3) An unmarked Sewer Manhole
4) An unmarked Sewer Cleanout
This change order is to be full compensation for a total of 9-hours
in delay time and for all repairs that were made to the Asphalt
Grinding Machine, at a total cost of $5,257.42 .
