EMPLOYEE RECOGNITION AWARDS - 2ND QUARTER OF 1993 •
MANAGEMENT/CONFIDENTIAL
Larry Martin Programmer I Management Information Services,
developed an automated Worker' s Compensation System, which
greatly enhances the City' s ability to meet State mandates.
Larry was the Project Manager for the new handheld computers
for issuance of parking citations by Facilities Management
Personnel. Larry is a major player in the Police Mobile Data
Terminals Project, and is expected to play a significant role
in implementing the 800 MHZ project. Larry is a talented
asset the city can be proud of.
MID-MANAGEMENT
Joe Lease Building Inspection Supervisorr Planning and
Building Services. As a result of Joe ' s initiative and
direction, the Mayor and Common Council adopted the he u P dated
�b Code that included significant revisions to address State Code
changes. Joe played an important role in the design of the
Unreinforced Masonry Building assistance program and was
responsible for its implementation. Joe continues to
successfully supervise the

on of the cit y with
reduced staffing. Joe' s s efforts have enhanced the

prestige of public service provided to the citizens of our
community.

SAFETY
Dwight Waldo, Police Officer. Since January, Office Dwight
Waldo has been assigned to investigate and coordinate graffiti
enforcement for the police department. He has taken to this
assignment with fervor and has established an intelligence
base which provides the department with identities of both
individual "taggers" and loose-knit groups of "taggers" , which
deface large commercial areas. Dwight has brought together
tagging groups and has tried to educate them on the
consequences of their actions. He has worked with members of
the groups to halt "tagging wars" , where groups would compete
to see who can place the most graffiti onto buildings in a
certain area. Enforcement efforts such as Dwight ' s coupled
with efforts by the City Beautification Committee and other
groups to remove graffiti, are helping to make this city
graffitin free.
GENERAL
Larry Landon, Water Reclamation Plant Mechanic II. Larry is an
innovative and skilled employee. He is not only dedicated and
loyal, but he has skills and abilities unequaled by the
majority of his peers. Recently the Water Reclamation Plant
experienced a total break down of its methane gas recovery
system. The automatic valving system would have to be
ordered, which would take six weeks for delivery and would
need to be installed at a cost of approximately $97, 000. 00.
Larry took the "bull by the horns" , so to speak, and after
assessing the situation he welded, machined and reinstalled
the unit back into operation in two days, thus, saving the
Water Department approximately $90, 000. 00 dollars. Larry' s
professionalism brings credit not only upon himself, but the
department and the entire City of San Bernardino.

Dear Mayor Minor,
The purpose of this letter is to offer the City of San
Bernardino a California Bear Flag to fly permanently, along
with the American Flag, on top of City Hall.
Our organization, founded in San Francisco in 1875, and
chartered in San Bernardino July 20, 1887, was formed to
preserve the history of California. One of the ways we do
this is to present the Bear Flag to municipalities. We have
been assured by The Quiel Brothers Sign Company in San
Bernardino that the flag pole has the tolerance to hold both
flags.
I have been in conversation with Councilmen Edward Negrete,
David Oberhelman, and Jerry Devlin. All three are in favor
of this offer.
Please call if you have any concerns or in need of further
information. I have enclosed one of our applications for
your review.
