MOTION: That the Community Development Commission approve a $110,000 contribution toward
water facility improvements for the Santa Fe Automobile Distribution Facility and
authorize the Chairman and Executive Director to execute all documentation necessary
to effectuate said transaction; also, that the Development Department budget be

Santa Fe Automobile Distribution Facility
In connection with the reuse of an 82 acre portion of the Santa Fe rail yards for an
automobile distribution facility, the City Water Department has asked the Agency to make a
contribution of $110,000 toward a $200,000 water facility improvement. Its main purpose is
to upgrade the area water system to provide domestic water and meet standards of the Fire
Department. The general location of the proposed improvements is on Rialto Avenue from
Mt. Vernon Avenue to slightly west of Medical Center Drive.
It is fitting and appropriate that this be done since the site is in the Mount Vernon Corridor
Redevelopment Project Area and because the business will result in an increase in the tax
base and up to 200 new jobs. While the approximate value of the project improvements is
known to be $10 million, the exact amounts of new tax revenue to be derived from the
project are unknown at this point, so it is recommended that funding be contingent on Agency
approval of the general adequacy of these numbers.
It is critical that this item be approved at the earliest possible date, as representatives from
Santa Fe have indicated that they would like their automobile distribution facility to be
operational by December, 1993. The City Water Department plans to begin construction of
the water facility improvements on or before the week of October 4, 1993. While initially the
distribution facility will serve General Motors, eventually it will probably be expanded to also
serve Ford, Chrysler and other automobile manufacturers.
Relevant agreements are presently being prepared by legal counsel and will, if at all possible,
be presented at the October 4, 1993 Community Development Commission meeting. Staff
will also prepare benefit resolutions for the October 4, 1993 or a subsequent Commission
meeting as deemed necessary and appropriate, to assure timely and adequate availability of
the funds requested.
At its September 23, 1993 meeting, the Redevelopment Committee recommended that the
Community Development Commission approve the subject contribution to this important
project.

Dear Mr. Steinhaus:
RE: WATER SERVICE - AUTOMOBILE DISTRIBUTION FACILITY
As a result of the meeting held yesterday concerning Water
Department cost to provide domestic water and fire service to the
Automobile Distribution Facility being constructed by the Trans-
development Corporation for the Santa Fe Railway Company on Rialto
Avenue west of Muscott Street, it is my understanding that since
this project is within a redevelopment area, the Economic Develop-
ment Agency is prepared to share in the cost of providing water
service.
It is also my understanding that your contribution of
$110,000
towards the $200,000 water facility improvement is contingent upon
your Agency's final agreement that the project will create a
substantial number of new jobs in the city, will create a need for
local business support services, and open the specific location for
additional commercial growth. I am certain that, based upon what
we know of the project, the above eligibility criteria will be
easily met.
The transmission water main installation required to provide
domestic/fire service for the aforementioned project consists of
2900' of 12" diameter ductile iron transmission main in Rialto
Avenue from Mt. Vernon Avenue to approximately 700, west of Muscott
Street, including a 2011 diameter water main conduit jacked under a
.Santa Fe Railway crossing in Rialto Avenue.
We have received a check today in the amount of $60,000 from
Transdevelopment Corporation to be applied towards the $200,000
cost of the aforementioned transmission water main extension.
