Development Commission approve an amount not to exceed $85,000 in bond proceeds to underwrite
additional unexpected costs associated with the Delman Heights Water System Upgrade Project.

DELMANN HEIGHTS WATER SYSTEM UPGRADE
The Water Department has received Community Development Block Grant (CDBG) funds in
the amount of $338,000 for fiscal year 1993-1994 to be used for the Delmann Heights Water
System Upgrade Project. The Delmann Heights Water System Upgrade Project entails
upgrading the system to continue providing dependable, safe, and potable drinking water for
the low and moderate income persons in the Delmann Heights Water District.
The Delmann Heights Water System was originally acquired by the City of San Bernardino
Water Department in November 1989 from the Southern California Water Company.
Acquisition of the Delmann Heights System by the Water Department came about because of
Southern California Water Company's inability to provide potable water and adequate water
service to the area.
Since obtaining the Delmann Heights Water System, the Water Department has initiated
several activities to improve the system. The current project funded with CDBG funds will
upgrade the water service for the upper one third lots (approximately 184 lots) of the area to
meet current health and fire code requirements. To date, Water Department construction
crews have installed approximately 60% of the scheduled replacement water mains and
service for the project. When crews exposed the existing main on Darby Street (which was
not included for replacement), it was determined that the main was in worse condition than
originally anticipated. The Delmann Heights Water System Upgrade required connecting the
new pipelines installed in Glenview Avenue, Pennsylvania Avenue, Flores Street, and
Gardena Street to the existing Darby Street water main.
The decision was made to replace the water main in Darby Street from California Street to
Cajon Boulevard (approximately 1,400 feet). This water main will provide better water
circulation to the aforementioned streets. It will also eliminate the need to replace the Darby
Street water main in the near future which would necessitate removal and replacement of new
asphalt and removal of numerous water main fittings (gate valves and tees) at the
interconnects to the aforementioned streets.
It was also determined that an additional 300 feet of water main would be required in
California Street south of Darby Street to eliminate a dead-end water main between Gardena
Street and Darby Street. The approximate cost of the two pipeline additions is $85,000.

At this time, Water Department staff is requesting additional funds in the amount of $85,000
to cover the cost of the two pipeline additions. Development Department staff concurs with
this request,; however, staff would like to see any savings realized from the Delmann Heights
Water System Upgrade to be applied prior to the use of any new funds requested herein. If
CDBG savings are realized, Development Department staff will amend the Memorandum of
Understanding with the Water Department to include expenditures related to the two pipeline
additions.
Based upon the foregoing, staff recommends adoption of the form motion.

According to our records, we appear to be on budget on the EDA
approved portion of the Delmann water system upgrade. However, if
the project completes under budget, we ask your consideration in
amending the existing EDA contract to include the additional
replacement costs of the Darby Street and California Street
pipeline replacement.
