Third Thursday Monthly Food Fest as a City Event. (#3413)

Synopsis of Previous Council Action:
None
Background and Analysis:
The Mayor and Common Council recently adopted three key objectives:
• Restore fiscal sanity
• Increase economic opportunity
• Enhance the quality of life
Staff has been exploring a variety of programs and projects to accomplish these objectives. We
believe a monthly downtown food truck event will increase economic activity and enhance the
quality of life for those working in downtown. This event is being designed and marketed to
draw employees from local businesses and state, county and city offices. City staff has also
engaged Cal State San Bernardino in the event in order to draw students and faculty.
Additionally, staff has met with the Farmshare Market organizers to address their potential
concerns. The Farmshare organizers believe the food truck event will help draw patrons to their
weekly event. "Third Thursdays" as the event has been branded, will be held monthly from
11:30 am-2:30 pm in the parking lot north of City Hall.
The Development Code regulates food trucks as a Temporary Use under Chapter 19.70.
However, a City sponsored event is exempt from the temporary use permit requirements
pursuant to Section 19.70.030 (3). Staff is requesting that the Common Council adopt the
attached resolution designating the monthly third Thursday event as a City sponsored event. For
the inaugural event we have scheduled six food trucks, made arrangements for live entertainment

and rented the necessary tables and portable restrooms (see attached site layout).
Street life and pedestrian activity are necessary ingredients to revitalize an area. Staff is planning
for 1500 attendees at the first event, which will be held on October 16, 2014 (see attached flyer).
The Chamber of Commerce and local businesses have agreed to partner with the City to make
this event a success. Staff from the Community Development Department, the City Manager's
Office, Parks and Recreation Department, Public Works Department, Police, Fire Department
and the City Clerk's Office have been involved in the logistics for the event.
Staff believes this event could grow into a longer multi-day event. Over the next several months
we will be working with the partners to determine the feasibility of a larger event. If, and when, a
larger event is deemed feasible, staff will return to the Common Council for subsequent
approvals.
In conclusion, staff believes this event will fulfill two key City objectives and bring renewed
interest to the downtown core and the entire City.

8 local, county and state government and the local business community. The event will c
strengthen working relationships among the partners and bring renewed interest to the 0
9 downtown core and the City of San Bernardino.
