City Attorney Saenz announced that the following additional item would be discussed in closed session under Agenda Item No. 1D, Personnel: Discussion regarding the Deputy City Manager position for Economic Development. Closed Session Announcement City Attorney Saenz reported the following actions taken during closed session: In the matter of Katharina Lambert v. City of San Bernardino, the Council gave negotiation guidance by a vote of 7-0; In the matter of the City of San Bernardino v. National Orange Show, the Council gave negotiation guidance by consensus; In the matter of the City of San Bernardino v. Invocation/Pledge of Allegiance The invocation was given by Chaplain Ray Miller from the San Bernardino Police Department. Staff Reports 7A. City Manager Discuss and Take Possible Action Regarding the Request for Proposals for Animal Shelter Operations. Council Member Shorett made a motion, seconded by Council Member Valdivia, to reject all bids. The vote was taken following further discussion. Mayor and Common Council of the City of San Bernardino Page 9 Printed 91412014 Joint Regular Meeting Minutes September 2, 2014 Public Comments: Alice Chow, Grand Terrace Lou Anne Hazel, Beaumont Sheila Paurteymoor Council Member Mulvihill explained that only two responses to the RFP were received— one from Upward Dog Rescue and the other response was from Angels n Paws Rescue Transport, which was not considered due to fact that the partnership broke up. He stated that the proposal from Upward Dog Rescue would have necessitated the City transferring almost one million dollars to the shelter. Council Member Shorett asked the City Manager's office to provide a quick overview on how the City was going to proceed. Chris Lopez, Management Analyst in the Mayor's office, stated that the following recommendations were included in the staff report: 1) Reject all bids; and 2) Direct the City Manager's office and the Police Department to look at current contract costs with neighboring jurisdictions that contract with the City and see if those costs need to be adjusted in order to make some improvements to the shelter. (FIRST READING) Council Member Valdivia requested that specific language be added to Section 10.25.040 of the ordinance as follows: "No person shall park any vehicle on any street or public land when it appears because of a sign, placard or any other indication written or posted on the vehicle that the primary purpose of parking the vehicle at that location is to advertise to the public the private sale of that vehicle." Public Comments on Items Not on the Agenda Deanna Adams, San Bernardino, spoke against putting marijuana shops in Wards 1, 2 and 3; and stated that today was the kick off to kill Measure Q, which is the proposed Charter Amendment relating to Safety Personnel Salaries. Steve Filson, Cadet Superintendent at the Public Safety Academy of San Bernardino, thanked the staff of the Community Development Department for assisting him with a recent campus consolidation project and commended them for their professionalism and patience. He said they are currently in negotiations for the continued use of the gymnasium facility at the former Norton Air Force Base,which is an integral part of their athletic program, and commended Mickey Valdivia, Director of the Parks, Recreation & Community Services Department, for his professionalism and partnership. Robert Porter, stated that people do not want retail or a charter school at Wildwood Park. Nick Patel, San Bernardino, reported that all the streetlights are out on `B" Street, from Baseline to Magnolia Street. Leticia Garcia, San Bernardino, spoke about the possibility of losing Wildwood Park to a charter school and strip mall. She stated that she has a petition and would continue to collect signatures. Tim Prince, San Bernardino, spoke against the proposed plans for Wildwood Park; and spoke against automatic pay increases for safety personnel. Scott Olson, San Bernardino, spoke against the plans for Wildwood Park; and stated that residents could show their support for Police and Fire by shining a blue light on their porch or patio. Barbara Babcock, San Bernardino, stated that this Saturday is the one-year anniversary of Los Conchitas Restaurant; and announced an upcoming conference at Victoria Gardens on September 13, 2014, on how the arts can make a difference in your city and your community. Raymond Herrera, Claremont, president and founder of We the People California's Crusader, spoke about illegal immigration and urged residents to vote for Paul Chabot for the 31St Congressional District in the upcoming election. 10.
