Synopsis of Previous Council Action:
04/19/10 Resolution No. 2010-076 was adopted approving a Consultant Services
Agreement with Willdan for design of a Traffic Signal at Route 210 westbound
Waterman Avenue off-ramp at 30th Street(TC08-09).
05/20/13 Resolution No. 2013-093 was adopted awarding a contract to Siemens Industry,
Inc. for Traffic Signal installation at 30th Street and the 210 Freeway (Westbound
Exit Ramp for Waterman Avenue),per Plan No. 12894 (TC08-009).
06/17/13 Resolution No. 2013-189 was adopted approving Amendment No. 1 to Consultant
Services Agreement with Willdan for design of a Traffic Signal at Route 210
westbound Waterman Avenue off-ramp at 30th Street (TC08-09).
Backiround:
On April 19, 2010,the Mayor and Common Council adopted a resolution approving a Consultant
Services Agreement in the amount of$46,540.00 with Willdan for design of a traffic signal at
Route 210 westbound Waterman Avenue off-ramp at 30th Street(TC08-09).
The design was completed and the traffic signal was advertised for bids. A contract for the work
was awarded to the lowest bidder, Siemens Industry, Inc., in the amount of$159,995.00 on May
20, 2013. Construction began in October 2013 and is expected to be completed by July 2014.
On June 17, 2013, the Mayor and Common Council adopted a resolution approving Amendment
No. 1 to Consultant Services Agreement in an amount not-to-exceed $5,000.00 with Willdan to
provide construction support during installation of the traffic signal.
The original expiration date of the Agreement was December 21, 2011. Amendment No. 1
extended the Agreement to December 31, 2013. Due to construction delays, the installation
could not be completed before June 30, 2014. Therefore, staff is recommending that the

Agreement with Willdan be extended retroactively to August 31, 2014. The new expiration date
will allow time for Willdan to close out the paperwork after construction is complete. There will
be no increase in cost with this Amendment.
Please note that the entire amount of the cost for this project, which is estimated to be $260,000,
will be reimbursed by SANBAG under the Local Stimulus Program (LSP).
