Financial Impact:
The attached Resolution authorizes the Director of Finance to allocate, in FY 2014-15, $300,000
for On-Call Construction Management and Contract Inspection. Funds are available for each
individual project and the cost of services will be charged to individual account numbers related
to each particular Capital Improvement Project for which the work is done. Additionally, on-call
services may be used for permitted work and those costs will be directed to "Professional and
Contractual Services" (Account No. 001-400-5502-0025).
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
02/06/12 Resolution No. 2012-022 was adopted, authorizing the City Manager to execute
Agreements for Services with SA Associates, Willdan Engineering and Harris &
Associates to provide On-Call Construction Management and Contract Inspection.
Background:
These Agreements for Services provide the City with the ability to use consultants for technical
services that are in addition to in-house resources for construction inspection related to Capital
Improvement Program (CIP) projects and permitted construction projects within City right-of-
way by owners, developers and utilities.
These Agreements were originally valid through June 30, 2013, and were administratively
extended to June 30, 2014. All firms were contacted and asked to provide letters concurring with
the time extension to June 30, 2015. SA Associates, Willdan Engineering and Harris &
Associates all provided satisfactory letters of concurrence.
The attached Amendments include additional language to allow the Director of Public Works to
extend the Agreements for two (2) additional years in one-year increments, subject to the same
terms and conditions of the original Agreements with the mutual consent of both parties.

The Resolution authorizes the Director of Administrative Services to allocate, in FY 2014-15,
$300,000 for work to be performed for On-Call Construction Management and Contract
Inspection. Funds are available for individual CIP projects and the associated costs will be
charged to individual project accounts. In addition, funds are anticipated to be budgeted in the
Capital Improvement Projects program in the FY 2014-15 City Budget for "Professional and
Contractual Services" (Account No. 001-400-5502-0025), allowing the use of the subject on-call
consultants for right-of-way permit inspections as may be necessary to meet the demands of
permit activities.
