Synopsis of Previous Council Action:
On June 2, 2014, the Council Approved the Homelessness Intervention Action Plan, Resolution
2014-156, which, directed that the City Attorney, Police Chief, Office of the Mayor, and Mayor
Pro Tem establish and recommend proper residency criteria to determine the number of
unsheltered homeless population that are members of the San Bernardino Community. This
residency criteria was to include a several considerations and presented to the Mayor and
Common Council for approval within 45-days of the passage of Resolution 2014-156.
This Resolution would establish residency criteria for the purposes of-
1. Determining the total number of unsheltered homeless within the City;
2. Scope the total size of the program to determine the magnitude of the homeless
population within the City;
3. Limit the provision of services, as required by the enacting resolution, to those
individuals that meet the established residency criteria;
An unsheltered homeless resident of San Bernardino would be defined as those individuals who
meet one or more of the following criteria:
1) Were born and whose parents reside(d)within the City limits;
2) Those who attended school within the City;
3) Those with immediate family members within the City;
4) Those who are known by the Police Department, Code Enforcement or other City
Officials as being a resident; and
5) Those with ties to the community deemed to be a productive member of the City.

The purpose of these criteria is to establish what the City of San Bernardino will use to
define who they consider to be their residents (homeless or active household resident).In Q
an open, caring, and just manner, this document will attempt to give the City of San o
Bernardino guidelines that it can use as a basis for issues dealing with establishing the
resident population.

The City will recognize all those who were born and whose parents resided in the City of E
San Bernardino and can provide proof,as residents of the City. x°
The City will recognize all those who have resided on property zoned for residential use in

the City of San Bernardino for more than five years, as residents of the City. °=

r.r The City will recognize all those who have attended K-12 schooling in the City of San
Bernardino and can provide proof, as residents of the City.

The City will recognize all those who are current employees in the City of San Bernardino
or who have worked in the City longer than three years and have been unemployed for less o
than six months as residents of the City.

The City will recognize all those who have immediate family members - mother, father,
child, sibling, or grandparent- in current residency of the City of San Bernardino,as w
residents of the City. ,

The City will recognize all those who have been known, by either first hand or written
record, by the San Bernardino Police Department, Code Enforcement Department, and/or U

other City officials as part of the community in which they live and are willing to register, as C
residents of the City.

The City will recognize all those who have been or are currently tied to the community-
making contributions through service and overall betterment of the community-and can E
provide proof of what they have done,through the organizations they have worked with or
through testimonials from resident community members, as residents of the City.

If more than one or all of the requirements are met, than a person can be considered a
resident (homeless or active household resident) of the City of San Bernardino and receive
the services and benefits that come with that privilege.
