Financial Impact:
No financial impact to establish the position as funding were allocated in the adopted budget for
FY 2014-2015.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On July 10, 2014,the Personnel Committee approved the proposed item and recommended that
the item be forwarded to the Mayor and Common Council for adoption.
BACKGROUND
The Fire Department's Emergency Communication center was previously supervised by the Fire
Communications Manager. The manager was responsible for the overall operations of the center.
This included but was not limited to directly supervising Fire Dispatchers, managing and
coordinating all aspects of the emergency medical dispatch program,
and fire related emergency

calls. The former Fire Communications Manager vacated the position on July 18, 2013 and the
position has been vacated since.
The Fire Department's Emergency Communication center is currently being supervised by an
Operations Battalion Chief. The Chief Officer works a 48/96 schedule and is only available to
supervise the center two days a week. He is also responsible for managing other program areas
in the Fire Department which is time consuming and responds to emergency incidents frequently.
ANALYSIS
It has become apparent to staff that more direct supervision is needed in the Fire Department's
Emergency Communication center since the Fire Communication Manager position has been
vacated. Therefore, in an effort to provide more efficient emergency services and direct
supervision in the Fire Department's Emergency Communication center, it is requested that the
proposed Fire Dispatch Supervisor position be established. The Fire Dispatch Supervisor
position will offer direct oversight and supervision in the Fire Department's Emergency
Communication center which is imperative when dealing with personnel issues and other related
duties.

7 SECTION 1: The position of Fire Dispatch Supervisor, Range 2460, $4,402
8 $5,351 per month, is hereby established and the job description for said position,
9 attached hereto as Exhibit "A", is approved; and
10 SECTION 2: The Director of Human Resources is authorized to update
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
12 SECTION 3: The Director of Finance is authorized to amend the FY 2014/1
13 budget to reflect these actions.

DISTINGUISHING CHARACTERISTICS
The Fire Dispatch Supervisor is a working supervisor with responsibility for overseeing all °
aspects of the Fire Department's emergency and non-emergency telephone and radio 0
communications operations on an assigned shift. The incumbent is responsible for
accomplishing division objectives and goals within guidelines established by the Fire Chief, City 0
Manager, and City Council. Assignments are broad in scope and allow for a high degree of a
administrative dissection in their execution. a

1. Plans, schedules, supervises and evaluates the work of assigned staff; with staff, w
develops, implements and monitors work plans to achieve assigned goals and IT
objectives; contributes to development of and monitoring of performance against the M
annual Communications budget; participates in developing, implementing and evaluating L
work programs, plans, processes, systems and procedures to achieve Fire Department
and City goals, objectives and performance measures consistent with the City's quality L

2. Plans and evaluates the performance of assigned staff; establishes performance vs
requirements and personal development targets; regularly monitors performance and

with computer hardware and helps specify the parameters of new systems; coordinates
the implementation of computer, telecommunications and radio technology. o
