No financial impact to establish the position as funding were allocated in the adopted budget for
FY 2014-2015.
Motion: Adopt the Resolution.
SYNOPSIS OF PREVIOUS COUNCIL ACTION:
On July 10, 2014, the Personnel Committee approved the proposed item and recommended that
the item be forwarded to the Mayor and Common Council for adoption.
BACKGROUND:
The position of Criminal Investigation Officer is a newly drafted position. The San Bernardino
Police Department has undergone an extensive reorganization. The Police Department is
experiencing a significant reduction in both sworn and civilian staff. Many employees have
retired and/or sought employment elsewhere. In many positions staffing is critically low. We
have continued our efforts to backfill those positions. We are currently making every effort to fill
the vacancies as soon as possible. Our priority is to provide quality law enforcement service in
the field; therefore we have moved several Detectives from the Detective Bureau to the field to
assist in this effort. But it has left investigation positions vacant. In order to continue to provide
investigative services in a timely and efficient manner,there is a need to create a new civilian
"Criminal Investigation Officer" position. The Traffic Unit has also suffered a significant
reduction of investigation time for the one Detective assigned in the Unit. The Detective has had
to divide their time to supervision and administrative duties leaving little time for investigative
follow up. One Criminal Investigation Officer could be assigned to this Unit to increase the
ability to investigate and prosecute traffic violations.
There would be a total of 8 positions. 7 positions would be added to the Detective Bureau under
the Investigation Division and one position to the Traffic Division under the Operations Division
within the Police Department's organizational structure. (See attached table of organization)

The Criminal Investigation Officer position would be a civilian full-time permanent position
assigned to the Detective Bureau. The individuals working in this position will work closely with
Detectives in handling caseloads in their area of expertise. These areas of expertise have been
identified as Economic Crimes, Property Crimes and Robbery. Collectively,their efforts will
provide the ability to investigate additional cases currently not being handled by the loss of the
Detectives to field duties and continue to provide a sufficient level of police service to the
community.

Unit.

SECTION 1: The position of Criminal Investigation Officer, Range 1395, $3,183

8 $3,869 per month, is hereby established and the job description for said position,
9 attached hereto as Exhibit "A", is approved; and
10 SECTION 2: The Director of Human Resources is authorized to update
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
12 SECTION 3: The Director of Finance is authorized to amend the FY 2014/1
13 budget to reflect these actions.

DISTINGUISHING CHARACTERISTICS o°.
The Criminal Investigation Officer is a specialized non-sworn classification that performs
journey-level professional duties of an investigative nature within the Police Department's 75
Detective Bureau. The incumbent carries a full criminal caseload and has the responsibility for N
full resolution of each case assigned to him. The incumbent's primary duties include the w
investigation and preparation for prosecution of cases involving the violation of laws. c
Supervision is received from a Police Sergeant. M
ESSENTIAL DUTIES AND RESPONSIBILITIES o

1. Investigates a variety of crimes in support of the enforcement of municipal, state, and
federal criminal laws. These crimes may include but are not limited to robbery, grand U
theft auto, grand theft, check fraud, violations of court orders, embezzlements, arson,
counterfeit money, vandalism, domestic violence, illegal discharge of firearms, 0
possession of illegal weapons, burglary, trespassing, missing persons and other o
offenses. c
2. Interviews suspects, victims, witnesses and involved parties; prepares photographic a,y
lineups and shows it to victims and witnesses. >
3. Obtains and utilizes bank statements, medical records, other agency reports, phone =
records, court documents, security recordings, etc. as needed for investigations. _
4. Accesses county, state, interstate and national law enforcement records and information E
systems for the purpose of retrieving data.
5. Prepares comprehensive reports including case documents and materials for
submission to the District Attorney for prosecution, within set timelines.
6. Submits cases to the District Attorney for prosecution, records and repackages cases,
contacts judges for warrants and files warrants with the Court Clerk and Sheriff's k

7. Researches case status through court and departmental records, compiles and v
maintains a database on case dispositions. _
8. Maintains logs for DNA research and prepares reports for Department of Justice on o
