Financial Impact:
No financial impact to establish the position as funding were allocated in the adopted budget for
FY 2014-2015.
Motion: Adopt the Resolution.
SYNOPSIS OF PREVIOUS COUNCIL ACTION:
On July 10, 2014, the Personnel Committee approved the proposed item and recommended that
the item be forwarded to the Mayor and Common Council for adoption.
BACKGROUND
As part of the Police Department's continued efforts to take advantage of all available funding
resources (local, State and Federal),we have discovered the need for Community Policing
Specialists.
ANALYSIS
Throughout the last few years, local governments have suffered as a result of diminishing
resources due, in part,to a stagnant economy,which has led to lowered tax revenues that city
governments rely on for continued operation. The loss in revenue has caused administrators
throughout the City to explore unique funding sources, such as grants and other programs that
are available through State, Federal and local programs. These programs provide the City with
economic funding streams for enhanced revenue if various benchmarks are met. The City of San
Bernardino remains poised to take advantage of these unique programs due to the demographic
and economic make-up coupled with the associated crime rate.
The personnel burden required to research the available funding sources, as well as the
implementation and continued maintenance of existing and future programs the Police
Department adopts, has revealed a need for a position that can efficiently manage this increased
demand. The position will also be responsible to represent and maintain the Police Department's
involvement in currently implemented State, Federal and countywide programs. The Police
Department's involvement in these programs is critical to the City receiving continued resources

in the way of funding and additional personnel, as well as untold resources that these initiatives
can provide through individual connections with outside agencies.
The proposed job description has been provided to the Business Representative of the General
Unit.
Staff recommends the adoption of the new job classification of Community Policing Specialist.

4 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
5 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

7 SECTION 1: The position of Community Policing Specialist, Range 1450, $4,18
8 - $5,091 per month, is hereby established and the job description for said position,
9 attached hereto as Exhibit "A", is approved; and
10 SECTION 2: The Director of Human Resources is authorized to update
11 Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
12 SECTION 3: The Director of Finance is authorized to amend the FY 2014/1
13 budget to reflect these actions.

Under general supervision, performs assigned administrative, financial, budgetary, statistical, o
program and other analyses in support of Police Department activities, functions and programs;
and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Community Policing Specialist performs support work assignments ranging from routine to Q
moderately difficult or assists others in performing work in support of department functions,
programs, goals, and objectives. O

Incumbents, upon selection and at the discretion of the Chief of Police, may be assigned a.
positions related to the Community Intervention Partnership Program (CIPP), Crime Free Multi N
Housing (CFMH), medical marijuana issues, or other community programs.
