Motion: Adopt the Resolution. SYNOPSIS OF PREVIOUS COUNCIL ACTION: On July 10, 2014, the Personnel Committee approved the proposed item and recommended that the item be forwarded to the Mayor and Common Council for adoption. BACKGROUND As part of the Police Department's continued efforts to take advantage of all available funding resources (local, State and Federal),we have discovered the need for Community Policing Specialists. ANALYSIS Throughout the last few years, local governments have suffered as a result of diminishing resources due, in part,to a stagnant economy,which has led to lowered tax revenues that city governments rely on for continued operation. The loss in revenue has caused administrators throughout the City to explore unique funding sources, such as grants and other programs that are available through State, Federal and local programs. These programs provide the City with economic funding streams for enhanced revenue if various benchmarks are met. The City of San Bernardino remains poised to take advantage of these unique programs due to the demographic and economic make-up coupled with the associated crime rate. The personnel burden required to research the available funding sources, as well as the implementation and continued maintenance of existing and future programs the Police Department adopts, has revealed a need for a position that can efficiently manage this increased demand. The position will also be responsible to represent and maintain the Police Department's involvement in currently implemented State, Federal and countywide programs. The proposed job description has been provided to the Business Representative of the General Unit. Staff recommends the adoption of the new job classification of Community Policing Specialist.
