SYNOPSIS OF PREVIOUS COUNCIL ACTION: On July 10, 2014,the Personnel Committee approved the proposed item and recommended that the item be forwarded to the Mayor and Common Council for adoption. BACKGROUND/ANALYSIS: This position is vital for the successful operation of the Building Maintenance Division. The Building Maintenance Division is an integral part of the daily Public Works operation;providing staff management and building maintenance to all City facilities. The Building Maintenance Division services 140 buildings, 1.7 million square feet of space. The Building Maintenance Division Manager will also prepare specifications, bid documents and manage repair and maintenance projects. Building Maintenance Division Manager(U) $6,561.00 x 12 mo. $78,732.00 (Step 1) Benefits $33,114.89 Total $111,846.89 The proposed job description has been provided to San Bernardino Confidential/Management Association. To date no opposition has been received. Staff recommends the adoption of the new job description of Building Maintenance Division Manager(U). This position reports to the Director of Public Works a and exercises supervision over all building maintenance functions. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may w be performed. Provides courteous and expeditious customer service to the general public and City department staffs. ` 2. Assumes management responsibility for assigned services and activities of the Building Maintenance Division including developing, planning, organizing and directing activities and personnel relevant to development, maintenance and construction of all City facilities. _ 0 3. Manages and participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommends and administers policies and o procedures. d 4. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels. _ 5. Plans, directs, coordinates and reviews the work plan for building maintenance staff; assigns work activities, projects and programs; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems. S 6. Plans and directs building maintenance and repairs; plans and directs the maintenance public buildings. m 7. Serves as the liaison for the division with other divisions, departments and outside m agencies. 13. Principles and practices of municipal budget preparation and administration. 9. Pertinent Federal, State and local laws, codes and regulations. Ability to: 1. Additional 2 qualifying experience may be substituted on a year-to-year basis. Accreditation shall be by a national or regional accreditation body that is recognized by the = Secretary of the United States Department of Education. $ m Licenses; Certificates; Special Requirements: c Possession of a valid Class "C" California Driver's License is required. •i Certification as a Universal Technician by an Environmental Protection Agency (EPA) — approved certifying organization and maintain certification throughout term of employment in o this position. o A California State Contractor's License is preferred.
