Closed Session Announcement
City Attorney Saenz announced that during closed session the Council voted unanimously to
approve settlement regarding the matter of the United States Environmental Protection Agency
v. City of San Bernardino, et al.; and Agenda Item No. 1D, regarding the City Manager, was
continued to the next Council Closed Session by consensus.
Reading of Resolutions and Ordinances
Deputy City Clerk Sutherland read into the record the titles of all the resolutions and ordinances
on the agenda.
Invocation/Pledge of Allegiance
The invocation was given by Senior Pastor Raymond Slocum from Set Free Christian Fellowship
of San Bernardino. The Pledge of Allegiance was led by Vincent Briggs, a fourth grade student
from Holy Rosary Academy.

Bernardino Authorizing Substantial Amendment #1 to the 2014-2015 HUD Action Plan
to Fund Various Community Development Projects. (Continued from July 7, 2014)
Mayor Davis opened the hearing.
City Manager Parker stated that in looking at some of the surveys that have been done by
the City for the past several months, the number one concern of the residents is jobs.
Therefore, staff is recommending that the City create a Job Referral Service—a free
applicant/employer referral service offered through the City that would assist individuals
18 years of age and older with finding jobs with local employers and local employers
with hiring San Bernardino residents in need of employment. He stated that this is not a
job training program—the employers would provide any needed job training.
The Job Referral Service (JRS) would contact local businesses to determine job
opportunities; post those job opportunities on the City's website on behalf of employers,
pre-screen applicants, facilitate referrals of qualified candidates, and organize and
promote onsite recruitments. The JRS would provide free job referrals to applicants and
would assist them in resume writing and other job preparation endeavors such as mock
interviews.
Mr. Parker stated that the JRS would work collaboratively with other job training and
placement agencies, educational institutions and the City's non-profit partners. He added
that this service could be totally funded using block grant funds.
Council Member Valdivia voiced his concern that this may duplicate services currently
being provided by the library and SBETA and stated that he didn't think it was a good
use of CDBG funding.
City Manager Parker stated that the JRS would augment the services being provided by
I the library, and clarified that SBETA is primarily job training and placement.
Council Member Valdivia asked who would manage the program.
Mr. Parker stated that it would be supervised by the Community Development and
Human Resources Departments, and when the Economic Development Coordinator
comes on board, then he/she would oversee the service.
Council Member Marquez made a motion, seconded by Council Member Mulvihill, to
t close the hearing; and adopt the Resolution amending the City's 2014-2015 Action Plan

8. Public Comments on Items Not on the Agenda
Robert Porter, San Bernardino, spoke about his desire to help San Bernardino and said
that dividing up the parks and giving them away to developers is not a good way to save
them.
David Latty, San Bernardino, said there are ways to solve the issues of homelessness and
to create jobs in a simple manner and said he'd like an opportunity to meet with the
Mayor, Council Member Shorett and others. He said the Mayor and Council are
' narrowly focused, rather than looking at the big picture.
Betty Jean Long, San Bernardino, said it was wrong to try to get the marijuana initiative
past the City Council because the City would have worse problems if it passed. She said
the problem with the homeless is not necessarily with the homeless, but with the mentally
ill.

Michael Lyons, San Bernardino, asked for increased security at Date and Del Rosa for
pedestrians, and mentioned the death of a 12-year-old boy at that intersection in early
July. Mr. Lyons requested a stop sign, a mandatory "no-right-on-red" policy, and a
crossing guard to protect the children in the area.
Paul Sanborn, San Bernardino, said he didn't think the Council had a right to limit
development fees in 2006. He suggested putting the Fire Department under the Water
Board to avoid politics.
Page Miller, Highland/San Bernardino, suggested that the City invite a local nursery to
move into and lease a local park; encouraged the Council to look at vape and hookah
lounges as part of the medical marijuana discussion; strongly recommended that the
Council come back every four months to see where the City stands financially; and
announced a spay/neuter awareness campaign and said donations could be made at
gofundme.com/thepageproject.
Jay Lindberg, San Bernardino, submitted into the record and discussed a report entitled,
"Estimated Use of Water in the United States in 2005."
Al Palazzo, San Bernardino, spoke about developing green spaces in industrial settings;
and said people will not come to San Bernardino if there is no middle class housing.
