Background:
There is a problem with the number of unwanted animals in the City of San Bernardino. In
attempts to reduce this number, local animals need to be sterilized.
When citizens outside our jurisdiction living at least an hour away from the shelter adopt an
animal there is a $75.00 spay/neuter deposit fee collected and deposited into the spay/neuter
deposit account (restricted fund). If the citizen shows proof of spay/neuter by sending a copy of
the spay/neuter certificate within sixty days, that citizen gets refunded the $75.00 deposit. If the
citizen does not show proof, this money remains in the deposit account. The current balance of
the spay/neuter deposit account is $118,115.50.
According to Food & Agricultural code 30521(c), "all spaying or neutering deposits forfeited or
unclaimed under this section shall be retained by the public animal control agency or shelter,
society for the prevention of cruelty to animals shelter, humane society shelter, or rescue group
and shall be used by the public animal control agency or shelter, society for the prevention of
cruelty to animals shelter, humane society shelter, or rescue group only for the following
purposes:

(1) A program to spay or neuter dogs and cats
NVOO (2) A public education program to reduce and prevent overpopulation of dogs and cats, and
the related costs to local government.
(3) A follow up program to ensure that dogs and cats transferred ....are spayed or neutered in
accordance with the agreement executed under subdivision(d) of Section 30520.
(4) Any additional costs incurred by the public animal control agency or shelter...in the
administration of the requirements of this chapter.
By working with local partners, we can get the spay/neuter word out. Western University
conducts low cost mobile alteration clinics at the Animal Shelter, with an average alteration cost
of$45. Between January and April 2014 Western University altered 177 San Bernardino shelter
animals; 27 have been altered in the first half of July alone. It is the hope of staff that the
number of altered animals will increase greatly in FY14/15. General Dog and Cat hospital, our
contract vet, charges an average of$91.25 for alterations. Using Spay/Neuter Deposit account
number 772-2350 we are able to pay for these services without a negative impact on the Animal
Control budget.
When local citizens adopt an animal from the shelter, the shelter staff transports the animal to
our contract vet, General Dog & Cat Hospital, for alteration; the adopter pays the vet directly.
When adopters fail to pick up an animal from General Dog and Cat hospital, the animal is
returned to the shelter and the city is charged for the alteration.
The City is able to recover costs associated with the alteration of animals paid for by the city.
Animal Control can charge the new animal adopter the cost of the alteration and in turn deposit
the alteration fee into an Animal Control revenue account. The current alteration charge in an
animal adoption is $45. By charging $45 for every altered animal we are able to recover some of
the costs paid to our vendors. The concern with charging more is the negative correlation
between cost and adoptions. In an effort to not negatively affect our adoption rate, our aim is to
keep the cost reasonable. It has been determined that $45 is not an unreasonable cost for said
service.

Western University and General Dog & Cat Hospital for spay/neuter services using deposit
account number 772-2350. General Dog & Cat Hospital would only be used for special events
when Western University was unavailable.
This request requires an appropriation of $26,000 from the unappropriated Deposit account
number 772-2350. There are sufficient cash funds available in this fund for this purpose.
Authorize the Director of Finance to incorporate the changes into and increase the FY2014/2015
budget.
