Synopsis of Previous Council Action: 1/6/2014 Resolution 2014-15 authorizing the application for FY 2013/2014 Homeland Security Grant in the amount of $60,854.00 for EOC improvements adopted by 9 Council. Background: In order to qualify for Federal disaster reimbursement, the City of San Bernardino is required by FEMA and the California Office of Emergency Services to have an approved emergency operations and hazard mitigation plan. Additionally, the City is required to follow both the national incident management system (NIMS) and California standardized emergency management system (SEMS) protocols in times of disaster. An Emergency Operations Center (EOC) is the command and control facility by which public entities accomplish this task. The facility is designed around the NIMS and SEMS management hierarchy and provides the work stations and technology necessary to accommodate pre-designated management roles and tasks. During reorganization of the Fire Department in 2011, primary responsibility for emergency management was transferred to the Police Department with Fire assuming an assisting role. Upon assuming those responsibilities, the Police Department initiated a renovation project on the EOC in order to improve our readiness capabilities. During fiscal FY 2013/2014, the Police Department used Homeland Security Grant funds to purchase new computer work stations and chairs to accommodate essential EOC management roles and tasks. As part of a continued effort to rehabilitate the facility, the Police Department is now seeking FY 2014/2015 Homeland Security Grant funds to update the EOC's technological capabilities. In June of this year, the San Bernardino County Fire Protection District, which administers the Homeland Security Grant, called for FY 2014/2015 applications. Working in conjunction, the Police and Fire Departments requested funds in the amount of$73,630.00 to pay for computers, electronic wall monitors, and the associated electronic integration components for the City's EOC.
