from the Cemetery Landscape Contracts Account #106-380-0001-5506 to the Cemetery Part-

The Parks, Recreation and Community Services Department is requesting a budget amendment
in order to fund Part-Time Maintenance Worker III positions. The Parks Department is
requesting an allocation for part-time position(s) funded through the General Fund. In addition,
the Parks Department is requesting an allocation for part-time position(s) in the Cemetery Fund.
Please note this balance does not indicate available funding. It does not include non-encumbered
reoccurring expenses or expenses incurred, but not yet processed.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
No prior action taken
Background:
On June 30, 2014, Mayor and Common Council approved the City's General fund budget
which included outsourcing the Parks Maintenance Division. On July 7, 2014, the Parks,
Recreation and Community Services Director presented to the Mayor and Common Council the
option to award bids to two local contractors to maintain the City's park sites. Mayor and

Common Council approved the recommended the vendors and the Parks Department proceeded
to contract out the Parks Maintenance Division.
As a result of contracting out, the Parks Maintenance Division requires a restructuring of
positions and obligations. Due to the reduction in workforce, the Parks Maintenance Division has
eliminated 12 out of 17 positions. The remaining five(5)positions (within the Parks
Maintenance Division)will be comprised of the following: 1) Parks Maintenance Division
Manager; 2)Parks Maintenance Supervisor; 3) Landscape Inspector(two positions) and; 4) Lead
Park Maintenance and Construction Worker. The proposed full-time staff will perform primary
duties such as: 1) Interments; 2) Emergency Repairs; 3) Special Events; 4) Quality Control and;
5) Project Management of Capital Improvement Projects.
After further evaluation and considerations, the Director of the Parks Department
believes additional assistance is needed in order to effectively perform obligations of the Parks
Maintenance Division. Therefore, the Parks Maintenance Division will need three part-time
Parks Maintenance Worker III positions. Per Council approval, the Parks Department will open
an internal recruitment for the part-time positions. Through internal recruitment, staff(those
affected by the reduction in workforce)will have an opportunity to apply for part-time
employment. Per Civil Rules, part-time positions do not require Personnel Committee approval
is not warranted.
The Parks Department will fund part-time positions through transfers from both the
General fund and Cemetery fund. The Parks Department is requesting a budget transfer of
$100,000 from the General fund and Cemetery fund. Approximately, $64,000 will be transferred
within the General fund(transfer from landscape contracts to Part-Time salaries). Also, $36,000
will be transferred within the Cemetery fund (transfer from landscape contracts to Part-Time
salaries). In order to ensure efficiency and effective services, the Parks Maintenance Division
will need restructuring. Nonetheless, part-time positions will aid in ensuring efficiency, quality
control and increased productivity within the Division.
