The funding allocated in the adopted budget for FY 2014-2015 includes two (2) Deputy City
Manager Positions.
Motion: Adopt the Resolution.
SYNOPSIS OF PREVIOUS COUNCIL ACTION:
On April 24, 2014, the Personnel Committee continued the item.
kw, On July 24, 2014, the Personnel Committee recommended that this item be forward to Mayor
and Common Council for adoption.
BACKGROUND
To efficiently and effectively implement the goals of the governing body, and to give City
employees the tools necessary to provide superior municipal services to the residents and
business community of San Bernardino it is necessary to adequately staff the City Manager's
office.
Therefore, in an effort to maximize service delivery from the City Manager's office, it is
requested to approve the Deputy City Manager(U)job description and establishment of the
position.
ANALYSIS
The fundamental reason to establish the Deputy City Manager(U)position is to collaborate with
all department directors, coordinate their efforts toward the achievement of their departmental
objectives and the objectives of the City government as a whole. A Deputy City Manager(U)
shall exercise considerable initiative and independent judgment in representing the City
Manager. The Deputy City Manager(U) shall work under the general direction of the City
` Manager and the work is subject to evaluation on the basis of results obtained.

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from an accredited four-year college or university with a major in business administration, v
public administration or a closely related field; at least seven (7) years of increasingly
responsible administrative experience in a municipal government.
