Synopsis of Previous Council Action: On July 10, 2014, the Personnel Committee Chairman continued this item to the next meeting, July 24, 2014. On July 24, 2014, the Personnel Committee Chairman recommended that this item be forward to Mayor and Common Council for adoption. BACKGROUND/ANALYSIS The Public Works Department is proposing the following change to the job description of Operations &Maintenance Division Manager(U). The requested change provides for several methods to satisfy position requirements. Because of the exceedingly technical complexity of this position consideration shall be given to significant experience in the operations and maintenance management field. In this professional field more often than not, this technical expertise has greater value to the organization than formal education. Therefore, this change provides a better balance and greater flexibility between experience and education without compromising the higher specification of the position. By initiating this change improved opportunity will provide greater recruitment interest for the ultimate personnel selection. The O&M Division includes street and public o property maintenance, graffiti abatement, pavement & concrete maintenance and repair, traffic signal maintenance, traffic signing, street light maintenance, sanitary sewer maintenance, storm drain maintenance, energy conservation, faG44y n i;:tUnuriG - and sign making. The position involves implementing division goals, objectives and work plans, and managing, c`tn evaluating and overseeing day-to-day division activities. Duties are carried out independently M within the framework of established policies, procedures and guidelines. Accountabilities are broad in scope and allow for administrative discretion in their execution.
