2. Staff Reports
2A. City Manager
Discussion of Public Education Efforts for Ballot Measures Q and R
City Manager Parker asked the Council if they thought the City should prepare an
educational mailer presenting the ballot measure issues. He estimated that it would cost
between $18,000 and $20,000 for printing and mailing.
Chief Assistant City Attorney Grider stated that under the Government Code, the City
can provide information that is accurate, fair and impartial to the voters.

Motion: Direct the City Manager to contract with the appropriate consultant and an
attorney to be sure that what is done is entirely neutral and under$25,000.
