Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
6/30/2014 Resolution 2014-15 approved adopting the FY2014/2015 Budget.
Background:
On June 30, 2014,the City's FY2014/2015 budget was approved by the Mayor and Common
Council. The Police Department's personnel budget included the addition of two new positions
in the Community Programs budget; one CIPP Coordinator and six Community Policing
Specialists. Both positions were budgeted at the same salary range.
When the Community Policing Specialist position was created in July 2014 it included job duties
that will be performed by a CIPP Coordinator,job description attached hereto, Exhibit"A." In
the time since the FY14/15 budget was approved and the creation of the new position(s), it was
determined that a single job classification would better suit the needs of the Police Department.
This allows the department more flexibility of personnel and job duties.
The Police Department is requesting a change to the FYI 4/15 personnel budget deleting one
CIPP Coordinator position and increasing the Community Policing Specialist from six to seven
positions. All positions will remain in the Police Community Services program and there is no
financial impact as the budgeted cost for both positions is the same. The total number of
Authorized positions for the Police Department will remain the same at 391.

JOB SUMMARY: m
Under general supervision, performs assigned administrative, financial, budgetary, statistical, program
and other analyses in support of Police Department activities, functions and programs; and performs
related duties as assigned.

Community Policing Specialist performs support work assignments ranging from routine to moderately .
difficult or assists others in performing work in support of department functions, programs, goals, and 2
objectives. a
Incumbents, upon selection and at the discretion of the Chief of Police, may be assigned positions related
to the.Community Intervention Partnership Program (CIPP), Crime Free Multi Housing (CFMH), medical r>
marijuana issues, or other community programs.

ESSENTIAL DUTIES &RESPONSIBILITIES: v

1. Plans, organizes and conducts administrative, program management, financial and program M
analyses in accordance with established procedures and practices and guidance regarding .5
approach and expected results; uses appropriate analytical techniques and statistical and
information-gathering processes to obtain required information, data and documentation and )
identify problems; performs analyses, summarizes findings and makes recommendations; E
prepares reports and supporting materials; assists in implementing plans, policies and 2

2. Performs analytical and administrative assignments in connection with preparation and
management of department grant-funded programs, coordinates community partnerships and m
programs; chairs committees; performs as a facilitator for the San Bernardino Police Foundation;
prepares standard revenue and expenditure analyses, and budget status and monitoring reports.
3. Drafts proposed contracts and agreements and a variety of other supporting documents; monitors Q
contract performance and expenditures; researches and resolves contract problems and
disputes; transmits contracts for required City approvals and execution; consults with the City
Attorney's office on difficult contractual issues.
4. Drafts for supervisory review a wide variety of materials on assigned issues, including reports,
procedures, manuals, communications memoranda; collects background information, input and
feedback and prepares recommendations and a variety of other supporting materials.
5. Compiles materials, researches problems and complaints and responds to requests for
information; provides information to customers on pending projects and requests.

6. Develops data collection tools, including surveys and questionnaires; analyzes program and
operational data and develops recommendations to improve productivity and effectiveness;
responds to requests for information from the public.
7. Participates in and may coordinate neighborhood projects; attends neighborhood association
meetings and functions at schools and recreation centers; makes presentations to business
owners to educate them on Police Department efforts.
8. Performs a variety of department-specific program activities to accomplish work goals and
objectives.

Education,Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from high 0
school or G.E.D. equivalent; and two years of experience with municipal ordinances and codes involving a.
complaint investigations, inspections and public contact; or an equivalent combination of training and c
experience. E

A valid California driver's license and the ability to maintain insurability under the City's vehicle insurance a
policy.
Successful completion of the Penal Code (PC) 832 training course and Crime Prevention Through
Environmental Design (CPTED)certification within one(1)year upon hire.
