SUBJECT: Community Development Department Justification for Personnel Actions N COUNCIL AGENDA: September 15, 2014 _ 0 U Name of individual proposed for appointment, promotion, *higher acting, etc. a W _ Holmes Bassette 0 N L 4w) Position/Classification Title LO NPDES Coordinator o T Classification Number N M N #20550 E 0 X Step#Requested r W N Step 10 m Budget Account Number W E U #001180 0027 5011- (General Fund Account) Q Justification for the Request How long has the position been vacant? The position has been vacant since March 10, 2014 when the previous NPDES Coordinator resigned to take a position with the City of Yorba Linda. The previous person was in the position for exactly six months. This is a budgeted position. Packet Pg.311 Why is it critical to fill this position? What options were considered? This is a key position within the Department as the individual represents the City at the County-wide water quality management meetings where important budget and policy decisions are made. Attendance and participation at these meetings is required as a condition of the City's water quality permit. The Coordinator also works with the Santa Ana Regional Quality Control Board on monitoring conditions of the City's permit. The Coordinator has significant responsibility and authority in assuring that the City meets o the obligations under the federal Clean Water Act. 0 a Since this position became vacant the duties have been assumed by the Senior Civil Engineer in the Land Development Division, which has affected his ability to review N development permits. v Staff considered contracting for services but given the level of decision making c authority, contracting for services was not considered viable. What is the potential impact of keeping the position vacant in terms of City/Community services? 0 L a As noted above, there is one staff member handling all Land Development and NPDES duties. Keeping this position vacant has a great potential to extend the waiting period LO for development applications to be processed and for NPDES-related duties to be c ignored; resulting in poor customer service and potential violations of water quality r permit conditions. The City is required under the Clean Water Act and our water quality M permit to monitor and enforce storm water requirements. m E Is this the result of Personnel Committee action? 0 No. N N ca If hiring at a salary above step 1,why? w a This is the second time the Department has recruited for the position. There was a very limited applicant pool for the initial recruitment with only one qualified candidate, and ;a that individual declined the position. ¢ Mr. Bassette has significant construction experience in the private sector and has worked with the Lahontan Regional Water Quality Control Board. He understands the NPDES program requirements and has the skills and experience necessary to represent the City at County and Regional Water Board meetings.
