(Mayor and Common Council) MOTION C: That the Mayor and Common Council establish the;salary for said position from $3117 per month to $3789 per month. MOTION D: That the Mayor and Common Council hire Mr.Kenneth Johnston,effective September 16, to fill said position at Step 3. FORM MOTION: 1. To establish the position of Administrative Assistant to the Council/Commission. 2. To fund said position as follows: l' a. RALPH HERNA Councilman, Third Ward RH:jv 0 0 September 1993 ADMINISTRATIVE ASSISTANT TO THE COUNCIL/EDA COMMISSION JOB DESCRIPTION Under direction, to perform a variety of professional administrative staff work of a difficult nature; to determine procedures and solve routine administrative problems; to accompany or represent Council!Commission Members in public and municipal relations; and to perform related work as required. REPRESENTATIVE DUTIES Serves as administrative assistant to the Council/EDA Commission;' performs duties as liaison representative with City departments; other government entities, businesses, organizations and constituents; furnishes information enabling Council/Commission Members to carry out their elective obligations; collects and analyzes information and statistics on existing programs and services; accomplishes studies and makes recommendations regarding needs in various departments; compiles I and analyzes information to be used in administrative and procedural surveys and studies; conducts surveys of practices in other jurisdictions; assists in the preparation of administrative analyses, studies or research projects regarding municipal policies, procedures and services; prepares correspondence and reports; prepares statistical analyses, charts, reports and graphs; furnishes information to other departments, private citizens, public and private agencies and organizations, in person or by telephone, or by correspondence; attends meetings and conferences as directed; represent the Council/Commission Members before public bodies and reports to them before meetings; arranges recordings, duplicates copies of material during Council/Commission meetings; duplicates proceeding tapes for citizens; receives complaints from citizens and takes action on compliance after directions from supervisor; prepares agenda and takes notes or minutes at various meetings; designs forms; ensures that political information and statements are on file in appropriate government offices by prescribed deadlines; and performs related work as required. AIINI1iUM QUALIFICATIONS Any combination of training, education and experience equivalent to sixty (60) semester units (90 quarter units) of college level courses in political science, public or business administration or closely related field; and one (1) year of professional administrative level staff experience is required. Possession of a valid Class III California Driver's License is required. t 0 0 September 1993 Administrative Assistant to the Council/EDA Commission GENERAL, QUALIFICATIONS Knowledge of: Modern principles and practices of public administration; Basic statistical and administrative research methods; Modern principles and practices of public relations; Modern office procedures, including office automation; English grammar, syntax, work usage, spelling and punctuation; Abilitv to• Represent the Council/Commission with dignity, tact, diplomacy and accuracy; Take responsibility and use good judgment in recognizing scope of authority; Read and interpret specific rules, laws and policies and apply them with good judgment in a variety of situations; Make clear and comprehensive reports and keep complex records; Rork independently with a minimum of instructions; 1 Analyze a variety of administrative problems and make sound policy and procedural i,- recommendations as to their solution; Express ideas effectively, orally and in writing; Conduct analytical studies and surveys, analyze data, prepare reports and formulate sound recommendations; Operate a vehicle observing legal and defensive driving practices; Understand and carry out oral and written instructions; Establish and maintain effective relationships with those contacted in the course of work. Maintain the confidentiality of privileged information. ORGANIZATIONAL, RELATIONSHIPS The class of Administrative Assistant to the Council/Commission is a journey level professional administrative class. Supervision is received from the Council/Commission or designee.
