Furthermore, pursuant to actions taken by the Mayor and Common Council on July 19, 1993, a total of $23,870.47 was realized as a result of cancelled CDBG projects and not reprogrammed toward the purchase of fire equipment. The purchase of the fire equipment ($1,128,113.53) was a crucial part of the process in which staff has been working to spend CDBG monies in a timely manner. Together, these unencumbered funds total $31,968.44 ($8,097.97 + $23,870.47). As a means to expending CDBG funds in a timely and Judicious manner pursuant to a U.S. Department of Housing and Urban Development (HUD) mandate, staff recommends the reprogramming of these funds to another CDBG project. The 1993-1993 CDBG project - Handicapped Accessibility (approved but unfunded in the amount of $75,000) administered by the Public Works Department is an appropriate project for said funds. The Council has previously directed staff to identify funds to finance the Public Works Department Handicapped Accessibility project. The amount recommended ($31,968.44) will allow the Department of Public Works to commence the project while remaining funds are identified. At present, staff anticipates potentially significant savings in previously awarded but not yet completed capital improvement projects. On September 2, 1993, the Community Development Citizen Advisory Committee reviewed this matter and recommended approval to the Mayor and Common Council. Based upon the information provided above, staff recommends approval of the form motion. - UA&" KENKE J.
