STAFF REPORT
Currently, the Economic Development Agency has 85 undesignated
parking spaces on the fourth floor of the 5-story parking structure
allocated to occupants of the City Hall annex, now occupied by the
Economic Development Agency. EDA and Assemblyman Baca have
requested that eight of these spaces be transferred to the second
floor and specifically designated for the Assembly office. The
spaces will be for use by the Assemblyman, his staff, and visitors.
The number of undesignated EDA spaces on the fourth floor would
be reduced to 77 . Because the total number of parking spaces
assigned to EDA will not increase, monthly lease payments have not
been assigned. Assemblyman Baca's office will cover costs of
painting and striping the spaces.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION
NO. 92-408 ENTITLED, IN PART, "A RESOLUTION . . . ESTABLISHING
3 PARKING RESTRICTIONS FOR THE CENTRAL CITY MALL AREA AND THE FIVE-
LEVEL CIVIC CENTER PARKING STRUCTURE . . " TO RESERVE EIGHT PARKING
4 SPACES FOR THE USE OF THE ECONOMIC DEVELOPMENT AGENCY, IN THE
SECOND LEVEL OF THE FIVE-LEVEL CIVIC CENTER PARKING STRUCTURE.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:
7 SECTION 1. Resolution No. 92-408, which restricts parking for
8 the Carousel Mall, previously known as Central City Mall area and
9 the Five-Level Civic Center Parking Structure, Section One,
10 Subsection (B) , is amended to read:
11 " (B) Reserved Parking in the Five-Level Civic Center Parking
12 Structure It is unlawful for any person to stop, stand or park
13 a vehicle in a reserved or handicapped parking space in the Five-
14 Level Civic Center Parking Structure located north of Second Street
15 and south of City Hall, unless that vehicle bears an authorized
16 parking sticker or handicapped placard.
17 1. On the first level of the Five-Level Civic Center Parking
18 Structure, the following parking spaces shall be reserved for
19 vehicles bearing authorized parking stickers:
20 (a) The most northerly twenty-four (24) parking spaces
21 situated in the first row (Row A) , counting the rows in sequence
22 from the west side of the parking structure, are reserved for City
23 vehicles; the first six of which are specifically designated for
24 Motor Pool Vehicles, and the seventh and eighth space of which are
25 specifically designated for building maintenance vehicles.
26 (b) The most northerly twenty-five (25) parking spaces
27 situated on the west side of the second row (Row B) , and the most

1 northerly twenty-five (25) parking spaces situated on the east side
2 of the second row (Row B) , counting the rows in sequence from the
3 west side of the parking structure, are reserved for City vehicles;
4 the first two spaces of which on, the east side, are specifically
5 designated for building maintenance vehicles.
6 2 . On the second level of the Five-Level Civic Center
7 Parking Structure, the following parking spaces shall be reserved
8 for vehicles bearing authorized parking stickers:
9 (a) The most southerly eleven (11) parking spaces
10 following the first three parking spaces, situated on the west side
it of the fourth row (Row D) , counting the rows in sequence from the
12 west side of the parking structure, are reserved for Heritage
13 vehicles.
14 (b) The most southerly eight (8) parking spaces,
15 situated on the first row (Row A) , counting the rows in sequence
16 from the west side of the parking structure, are reserved for the
17 Assembly Office.
18 3 . On the third level of the Five-Level Civic Center Parking
19 Structure, the following parking spaces shall be reserved for
20 vehicles bearing authorized parking stickers:
21 (a) All of the thirty (30) parking spaces situated in
22 the first row (Row A) , all of the seventy-nine (79) parking spaces
23 situated in the second row (Row B) , and all of the thirty-seven
24 (37) parking spaces on the west side of third row (Row C) , counting
25 the rows in sequence from the west side of the parking structure,
26 are reserved for Radisson Hotel vehicles.
27 (b) The most northerly fourteen (14) parking spaces

3 reserved for City Board and Commission vehicles and the most
4 southerly twenty-three (23) parking spaces situated on the east
5 side of the third row (Row C) , counting the rows in sequence from
6 the west side of the parking structure, are reserved for the
7 Radisson Hotel vehicles.
8 (c) The most northerly twelve (12) parking spaces
9 situated on the west side of the fourth row (Row D) , counting the
10 rows in sequence from the west side of the parking structure, are
11 reserved for the Council and Staff vehicles and the southerly
12 thirty-one (31) parking spaces situated on the west side of the
13 fourth row (Row D) , counting the rows in sequence from the west
14 side of the parking structure, are reserved for Radisson Hotel
15 vehicles.
16 (d) The most northerly eleven (11) parking spaces on the
17 east side of the fourth row (Row D) , counting the rows in sequence
18 from the west side of parking structure, are reserved for the Mayor
ig and Staff vehicles.
20 (e) The most northerly first, second, fourth, and fifth
21 parking spaces situated in the fifth row (Row E) , counting the rows
22 in sequence from the west side of the parking structure, shall be
23 reserved for handicapped parking only.
24 4 . On the fourth level of the Five-Level Civic Center
25 Parking Structure, none of the parking spaces are reserved.
26 5. On the fifth level of the Five-Level Civic Center Parking
27 Structure, the following parking spaces shall be reserved for
