STAFF REPORT
California State University at San Bernardino, in conjunction with
The Behavioral Health Institute is proposing that the City of San
Bernardino sponsor a task force to review the City's current
tobacco control ordinance and to look at ways to update the
ordinance in an attempt to meet the community' s needs.
California State University has offered to coordinate the formation
of the task force and host meetings at the University Campus in the
Institute' s offices. The Project Coordinator, Laurie Tully-Payne,
will be assisting the task members by providing meeting notices to
the members and council members, and periodic updates to the City.
Support for the formation of this task force is being requested as
well as input from the Mayor and Council concerning its
composition. Representatives from a variety of groups have been
suggested -- Chamber of Commerce, restaurants, San Bernardino
County Public Health TURN Program, PTA, Convention and Visitor' s
Bureau, sports groups, and health professionals.
It is recommended that the request of California State University,
San Bernardino to form a task force to examine the City's current
tobacco control ordinance, along with ways to update it to meet the
community's needs, be approved.

Dear Councilmember Curlin:
I would like to take this opportunity to thank you and the City Council for
your interest and past discussion regarding tobacco control in the City of San
Bernardino. The issue is one of great importance to the health of residents in the
city. After listening to the discussion held at the City Council meeting and further
BEHAVIORAL discussions with council members, I would like to propose to assist the city in
further examination of the current tobacco control ordinance.
HEALTH
INSTITUTF The Behavioral Health Institute would like to propose that the City of San
Bernardino sponsor a task force to review the current ordinance and look at ways
909/880-5567 to update the ordinance to meet the community's needs. We would like to offer to
coordinate the formation of the task force and host meetings at the University
Campus in the Institute's offices. The Project Coordinator, Laurie Tully-Payne,
would be assisting the task force by providing meeting notices to the members and
council members, and periodic updates to the city. We have worked with other
cities and community representatives in this manner and have been able to provide
good information to the council that is supported by businesses and residents.
We would ask for the council's support to form the task force and give us
input regarding who the council would like to see serve on the task force. We
would suggest representatives from a variety of groups such as the Chamber of
Commerce, Restaurants, San Bernardino County Public Health TURN Program,
PTA, the City's Convention and Visitors Bureau, sports groups, health
professionals, and a major employer for the city. The meetings would be open to
the public and the council members would be notified and invited to attend.
We hope the council will take this opportunity to review the issue and its
impact on the residents. We look forward to working with the city council and
providing good community input to allow the council to make better decisions
regarding the health of the residents.
