Description) University Parkway, from Varsity Avenue to a point 350 ' to the South Finance• � - Council Notes: 75-0262 Agenda Item No. Z/ CITY OF SAN BERIRDINO - REOUEST F'1R COUNCIL ACTION STAFF REPORT The Master Plan Storm Drain along University Parkway, between Varsity Avenue (State Street) and College Avenue, will be installed as a part of the development of the Hughes Market Complex. There will be a gap of about 340 feet from the terminus of the existing storm drain to Varsity Avenue, as shown on the attached map. Mr. Norb Parsoneault, Vice President - Engineering & Construction for Hughes Markets, has proposed that they extend the storm drain to the present terminus, and that the City reimburse them for the extra cost incurred for this extra 340 feet of 75-inch storm drain. An estimate of approximately $70 , 000 has been provided by Mr. Parsoneault for this extension of the Master Plan Storm Drain. However, we have estimated the cost to the City at $112 , 500. The ditch along University Parkway has been a maintenance problem for many years. Completion of this storm drain would eliminate those problems . Therefore, we recommend that the City accept this proposal. An amount of $250 , 000 was allocated in the 1992/93 Storm Drain Construction Fund Budget, under Account No. 248-368-57811 , for the Master Plan Storm Drain in Highland Avenue, from Patton State Hospital to Orange Street. This project has not progressed, since the Storm Drain Master Plan is in the process of being revised. It is recommended that $112,500 be transferred from the $250 , 000 allocated for the storm drain in Highland Avenue, to finance the City' s share of the storm drain along University Parkway. The balance of $137 , 500 in Account No. 248-368-57811 will allow preliminary engineering to be commenced, as soon as the revision to the Storm Drain Master Plan has been finalized. Supplemental- funds to finance the construction cost can be provided in the 1994/95 Fiscal Year Storm Drain Construction Fund Budget. There is a possibility that all, or a portion, of the City' s share could be recovered by imposing a special development fee in connection with development of the adjoining parcel (s) .
