This Resolution basically restates various City policies and plans that are currently in effect regarding downtown San Bernardino. We believe it is important to formalize these policies in one document and to reiterate them as a high priority for the City of San Bernardino. We, therefore, respectfully request that both the Economic Development Agency and the Mayor and Council adopt this Joint Resolution, and we pledge to work closely with you to maintain and enhance downtown as the functional and symbolic center of the City of San Bernardino. We believe that a reaffirmation of the principles set forth in the Resolution by the City of San Bernardino and its Economic Development Agency is critical to bolstering confidence in the future of downtown San Bernardino. We, therefore, urge you in your capacity as the Mayor and Council of the City of San Bernardino and the Board of Directors of the Economic Development Agency to unanimously adopt the Joint Resolution and work closely with the business community to achieve a dynamic, revitalized downtown San Bernardino. JOINT RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, AND THE SAN BERNARDINO DOWNTOWN BUSINESS ASSOCIATION, INC., PLACING THE HIGHEST PRIORITY ON REVITALIZING DOWNTOWN SAN BERNARDINO BY IMPLEMENTING THE SAN BERNARDINO DOWNTOWN PLAN TO ENHANCE DOWNTOWN AS THE FUNCTIONAL AND SYMBOLIC CENTER OF THE CITY OF SAN BERNARDINO. WHEREAS, the report for the Joint Powers Agreement concept for the Civic Center Complex (City, County, State and Federal) in San Bernardino's downtown district, dated November 19, 1969, provided for the systematic development of a civic center complex concentrating governments! buildings in the downtown district; and WHEREAS, the General Plan of the City of San Bernardino, adopted June 2, 1989, recognized downtown San Bernardino as the only Central Business District in the City of San Bernardino; and WHEREAS, the General Plan encourages a distinctive skyline downtown with unlimited building heights; and WHEREAS, the General Plan requires the location of City office buildings in the downtown central business district, and the maintenance of an ongoing dialogue with State, County and regional governments to encourage location of new government offices and buildings in downtown San Bernardino; and WHEREAS, it is a stated objective of the City of San Bernardino through its General Plan to continue and enhance the downtown area as the functional and symbolic center of the City of Say Bernardino; and WHEREAS, the General Plan provides for a "high activity" sub area in downtown San Bernardino, where it is the intent to achieve a high level of evening activity; and WHEREAS, the Mayor and Council recently adopted the San Bernardino Downtown Plan to provide policy guidance to achieve a quality urban character for downtown; and WHEREAS, the San Bernardino Downtown Plan came to the overwhelming conclusion that there are the resources, interest and commitment of a broad range of the community to see something happen downtown; and Fo_ .... WHEREAS, the San Bernardino Downtown Plan states that public and private sector leaders and City staff all showed a strong desire to work together to rebuild downtown and bring new life to its public spaces; and WHEREAS, the City Charter was amended June 1, 1992 to allow consideration of local preference in awarding bids for goods, equipment, materials, supplies and other personal property; and WHEREAS, the revitalization of the downtown district is of critical importance not only to the image of the City but its economic future; and WHEREAS, the best interests of the City and downtown San Bernardino can only be achieved by creating a public consensus based on a spirit of mutual cooperation between the private and public sectors; NOW, THEREFORE, BE IT JOINTLY RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, AND THE SAN BERNARDINO DOWNTOWN BUSINESS ASSOCIATION, INC., that highest priority is hereby placed on revitalizing downtown San Bernardino by implementing the San Bernardino Downtown Plan, beautifying and upgrading those streets and adjacent areas that are access routes to the downtown business district, retaining existing businesses and government offices, locating the Cal-Trans offices, the State consolidated offices, the Federal, State and County Court Buildings, and by utilizing all other means that may be necessary to maintain and enhance downtown as the functional and symbolic center of the City of San Bernardino.
