STAFF REPORT
F-93-22
The proposed purchase is for two (2) each, street sweepers to be
utilized in daily operations by the Public Services/Street
Department.
At the request of the department, appropriate specifications were
prepared, published and furnished to area suppliers. Bids were
publicly opened and declared on June 19, 1993 . The following is a
summery of the bids received.

Fourteen (14) vendors of this commodity were solicited. Eight (8)
vendors responded. Five (5) no bids and two (2) valid bids were
received. One vendor, Terry Equipment Inc. , did not furnish a bid
bond which is a material requirement of the general specifications.
The lowest bidder, Carde-Pacific, took eleven (11) exceptions to
the technical specifications (see the attached memo from the Fleet
Manager) .
The Purchasing Agent believes the standardization of the existing
fleet continuity of eleven sweepers and the requirement of having
to increase parts stock for another vendor are strong arguments in
favor of not accepting the low bidder.
Specifications as bid have been reviewed with the Fleet Manager who
concurs that the bid of Nixon-Egli Equipment Co. meets
specifications and requirements. It is therefore recommended that
the bid be accepted for contract.
If Council approves, the purchase will be a lease purchase
transaction. The purchase price amount to finance is $249,951.70
(equipment: $231,973 .74 , tax (7.75%) : $17,977.96) .

arrears in the amount of $46, 270.53 each. The cost to finance is

SUBJECT: Approval of Bid # F-93-22 Broom Sweeper
After careful review and consideration of the bids submitted for
purchase of two sweepers for the Street Division it is the
recommendation of the Fleet Service Division that the bid from
Carde-Pacific be considered non-responsive due to the large number
of exceptions taken. We further recommend to accept the bid from
Nixon-Egli as being the lowest responsible bidder.
Limed below are the justifications for that recommendation.
A. Standardization of the current fleet of 11 street
sweepers.
B. Current parts inventory will require an increase to
incorporate the new parts line. (approx. $ 8000. 00
worth) .
C. The bidder for Vanguard 4000 took negative exception to
11 items which are listed below:
Gutter Brooms
1. 47" verses 42" segments will require stocking
different parts from current standard.
Pick-up Broom
1. 32" verses 34 1/2 " diameter broom will reduce
wear time due to length of bristles..
Dirt Conveyer
9. Rubber chain on steel sprockets will tend to
wear conveyer rather than sprockets which will
result in more costly replacements as opposed
to the sprockets which are less costly.

Dirt Hopper
5. Maximum Dump height exception of 912" is not
acceptable for loading into a highside
dumpster.
Water Spray System
1. 235 gallon tank verses 300 gallon tank
specified is a 22% difference resulting in a
loss of production during more frequent fill-
ups.
Engine
1. Detroit phaser 6. 0 verses Cummins B 5. 9. We
currently employ some 75 Cummins motors in the
Refuse and Street Department. Because of this
we carry a good supply of replacement parts
and the Fleet Staff is well trained in it's
repair. (This will also assist in Fleet's
endeavor to standardize our Fleet. )
2. Detroit Phaser is slightly underpowered and
may have a detrimental effect on overall usage
and engine wear.
Hydraulic System
1. The Vanguard machine uses an uncommon sized
hose and fittings (i.e. 6000 p.s. i. hoses and
5/8 fittings) that will require retooling of
the current hose machine or purchasing of the
hoses from Carde Pacific
Power Train
1. Hydrostatic traction drive is a design that
uses a new Sunstrand motor which has not been
a proven combination as yet. Should any hoses
on the hydrostatic drive fail, oil could be
lost on the road causing a hazardous spill
condition. This would also require the
vehicle to be towed, increasing costs.
Rear Axle
1. Two-speed rear axle will require operator
retraining in it's use. (Mistakes will be
very costly. )
3. No suspension will cause increased body and
frame fatigue due to vibration and bouncing.
Employee health risks and injury are distinct
possibilities from continued pounding from the
lack of suspension.

Brakes
1. The Fleet Staff has experienced numerous
costly brake problems involving the heating-up
of shoes and drums along with expenses due to
uncommon brake parts.
Dump Body
1. The Vanguard vehicle uses a rear exit dump
hopper which requires to be backed into the
container which will restrict traffic passage
or require movement of the container. The
Athey (Mobil) machine allows to dump from
alongside the container with no movement or
restriction of traffic.
Past history of the Vanguard 3000 (three-wheel) machine with the
City of San Bernardino has not proven cost effective. Repeated
down time has been a deterrent in further purchases of the Vanguard
machine. The Vanguard vehicle specified herein while being
different from the previous Model 3000, still uses very similar
running gear configuration. This was demonstrated by the City of
Los Angeles who discontinued the use of almost 60 machines from
their fleet in the last few years.
While Cal-Trans uses these machines to a high degree, it must be
noted that their use and ours is under considerably different
conditions.
Recent purchasers of the Vanguard 4000 have remarked, "This is a
very noisy machine. Noisier than the vacuum machines. "

PURPOSE
Provide information regarding the bid for two street sweepers.

BACKGROUND
Carde Pacific Corporation, low bidder for the purchase of two
street sweepers is protesting staff's recommendation to reject
their bid as non-responsive and award the purchase to the Nixon-
Egli Company. Carde Pacific Corporation markets Vanguard sweepers
which failed to meet specifications in eleven categories. The bid
submitted by Nixon-Egli Company which markets Athey sweepers is
$28, 000 more than the low bidder and fully meets all
specifications.
The City currently has an inventory of eleven Athey sweepers, they
have proven to be extremely dependable. Because of the nature of
the work performed by street sweepers, operating in constant
exposure of dirt, fine dust and water, sweepers require a great
deal of preventative maintenance. Eighty percent of the
preventative maintenance is performed by our sweeper operators.
Due to the active preventive maintenance performed by our operators
and the durability of the Athey sweepers, down time is minimal.
ANALYSIS

Staff considered the bid submitted by Carde Pacific Corp. and
recommend rejection in summary for the following reasons:
Eleven exceptions taken to bid specifications.
Fleet standardization results in greater efficiency for
operation, repairs and reduced parts inventory.
Initial training of Street Sweeper Operators for the Vanguard
are estimated at $30, 000 (not including benefits) . Annual,
ongoing training costs due to employee attrition are estimated
at $ 3 , 000 to $ 6, 000.
A demonstration of the Vanguard sweeper was requested in late
July and again in August. On both occasions staff was informed
that a demonstration sweeper would not be available until mid
October.
CONCLUSION
In two to three years, replacement of fifty percent of the street
sweeper fleet will be due and prior to the bid, Vanguard sweepers
will be demonstrated and re-evaluated.
RECOMMENDATION
It is recommended that the bid submitted by Carde Pacific
Corporation be declared non-responsive and the purchase be awarded
to the Nixon-Egli Company.

In response to the letter from Carde Pacific dated August 18, 1993
the Fleet Division stands behind it's recommendation of the Athey
sweeper.
We disagree with the reply that a demonstration request was denied.
We stated that a demo maybe accepted once a reply was received to
the exceptions listed in our "Approval of Bid" memo dated July 13 ,
1993 . This was not received until August 18, 1993 three weeks after
it was anticipated. Upon our request for a demonstration on August
20, 1993 you responded it would be 45 days before you could provide
such a demo as you would have to "bring a demonstrator back to
California" .
The bid process while necessary to obtain the lowest responsible
bidder is also a method to examine other available equipment and
how these will work in the current operational procedure.
The standardization of the current fleet of sweepers will do much
in the savings of parts purchases such as rear brooms, gutter
brooms, oil, air, and hydraulic filters, elevator chains,
squeegees, dragshoes, and hydraulic parts which are currently in
use and stocked. Standardization will also reduce the cost of
retraining mechanics and operators with the machines operation,
maintenance and repair. The response of having Carde Pacific stock
needed replacement parts is indeed a valid one. This is not
applicable however to the storage of everyday parts that will
require additional storage space. This is rare commodity at the
present time.
While aftermarket suppliers do supply conversion kits for the Athey
M8, no one is currently providing a kit for the Athey M9 sweeper.
The higher pressures in the hydraulic system requires heavier and
more expensive hoses and fittings. This will require purchasing a
different crimping machine to handle these hoses and fittings.
The Vanguard dumpbody would require a total change in the present
dumping strategy. The placement of additional containers to
accommodate two different machines would be require additional
manpower, bins and time.
In the southern California area there are approximately 384
sweepers in use. Vanguard sold 16 and Athey sold 272 . While
Caltrans may use Vanguards to a high degree their use is of a
different nature. High speed sweeping on city and residential

streets is not appropriate nor safe.
The noise level, while meeting Cal OSHA and Federal guidelines may
not be acceptable to the general public.

California for the purpose of demonstrating to the City of San

of a machine to be about 45 days.

extend an invitation to you and your people to visit the plant in
Pomona, California, see the machines being constructed , and fully

Gentlemen :
We wish to respond to Fleet Service Division's recommendation to
consider the bid from Carde Pacific Corp . non-responsive . Please
be aware that the specifications which were published by the City
for bid purposes were highly proprietary and only one
manufacturer and their dealer, Nixon-;Egli , could have responded
without exceptions. We are the Southern California representative
of Johnston Sweeper Company. We believe that while being
substantially -in compliance with the details of the bid
specification, our bid is in full compliance with its intent as
to machine configuration and performance. Further, we believe
that a demonstration of the Johnston Vanguard V4000 SP sweeper
would have shown it to be superior in its sweeping capability,
safety , and maintenance features . Unfortunately our numerous
requests and offers to provide a demonstration w?re rebuffed .
Listed below are Fleet Service ' s justification and our point by
point response :
A. "Standardization of the current fleet of 11 street sweepers . "
While standardization is a reasonable desire it is the
intent of the public bid process to assure competitive
pricing . If a competitive bid price is to be sacrificed
for standardization then we suggest the City simply issue
the Athey dealer an open purchase order.
B . "Current parts inventory will require an increase to
incorporate the new parts line . (Approximately $8000 .00
worth) . "
The Johnston Sweeper factory is located in Pomona, CA.
and has recently announced plans to move to a new facility in
the city of Chino. The City' s current sweeper fleet depends
on parts originating in North Carolina. With Johnston' s 48
hour parts shipment guarantee (or you rezeive the part at no
charge) , as well as the obvious convenience of local parts
manufacture, Fleet Service will be able :o reduce its level
of parts inventory per machine.

Gutter Brooms
1 . 1147" verses 142" segments will require stocking
different parts from current standard . "
The City uses San Diego Rotary Broom to supply
gutter and pick up broom needs. This same source can
minimize any concerns of stocking confusion as they
are , in essence , a one-stop shopping source for broom
requirements . In addition the larger size of the
Vanguard' s gutter brooms enable it to dig through
packed sediment and sweep inside corners and cul-
de-sacs better than your current Athey M9 sweepers.
Pick-up Broom
1 . 1132" verses 314 1 /2" diameter broom will reduce
wear time due to length of bristles."

The larger diameter of the Athey M9 broom is caused
ii only by its larger core. In fact , the bristle length
of the V14000 SP and the Athey M9 brooms as supplied
by San Diego Rotary Broom are identical.

Dirt Conveyer

Rubber chains on steel sprockets are simply a superior
design. This is why conversion kits are offered by
after-market suppliers to eliminate inferior, more
difficult to maintain chains and sprockets on the
Athey M9 . Interviews with mechanics from the cities of
Ontario, Rancho Cucamonga, Palm Springs and Azusa , all
of whom own Vanguards and Athey sweepers , reveal that
the Vanguard system greatly outlasts the Athey system
(at least twice as long) and requires far fewer man
hours to replace . All mechanics agreed that a minimum
of one full shift (8 hours) is required to change chains
and sprockets on an Athey M9 with s.:bstantial help from
a second mechanic . The Vanguard belts and sprockets can
be changed in 3-14 hours by one mechanic .

Dirt Hopper

A careful review of the Vanguard specifications show
that the dump height is 114" as specified .
Water Spray System
1 . 11235 gallon tank verses 300 gallon tank specified
is a 22% difference resulting in a loss of
production during more frequent fillings."
With 20% more hopper capacity in the Vanguard , allowing
longer time intervals between dumps, and the ability to
sweep faster than the Athey negates the difference in
water capacity .
Engine
1 . "Detroit Phaser 6 .0 verses Cummins B 5 .9 . We currently
employ some 75 Cummins motors in the Refuse and Street
Department . Because of this we carry a good supply of
replacement parts and the Fleet Staff is well trained in
its repair. (This will also assist in Fleet' s endeavor
to standardize our Fleet. ) "
The City' s current fleet of 11 mobile sweepers are
powered by Detroit Diesel engines and presumably the
Fleet Staff is also well trained in this make.
Considering the popularity and common use of Detroit
Diesel engines , it is difficult to imagine that the
City does not have dozens more in current use.
2. "Detroit Phaser is slightly underpowered and may have a
detrimental effect on overall usage and engine wear. "
The horsepower required for simultaneous operation of
all functions at full power , per design criteria, is
150 hp . The Detroit Diesel Phaser is rated at 180 hp
@ 2600 RPM, well in excess of V4000SP requirements.

Hydraulic System
1 . "The Vanguard machine uses an uncommon sized hose and
fittings ( i .e . 6000 p . s . i . hoses and 5/8" fittings) that
will require retooling of the current hose machine or
purchasing of the hoses from Carde Pacific. "
The two hoses and fittings used on the Vanguard ' s
traction drive system are 1 " 6000 P.S. I. with code 62
flange type fittings. The broom and elevator system use
5/8" 3500 P .S. I . hose with JIC10 fittings . There is
nothing uncommon about these heavy duty , highly reliable
components and they are readily available from any
hydraulic supply outlet . ( I found nine outlets capable
of supplying these sizes in the Ontario-Fontana area) .
Power Train
1 . "Hydrostatic traction drive is a design that uses a new
Sunstrand motor which has not been a proven combination
as yet . Should any hoses on the hydrostatic drive fail,
oil could be lost on the road causing a hazardous spill
condition. This would also require the vehicle to be
towed , increasing costs. "
Testing was begun on the Sunstrand motor in 1989. The
City of New York is still running the motors originally
used in field test. They have experienced no failures
and have accumulated approximately 17000 hours on each
motor. The Sunstrand motor has been used in all
Vanguard sweepers manufactured in the last two years.
The traction drive and sweeping system are separated in
order to minimize the consequences of any failure. The
benefits in terms of reliability and efficiency provided
by a fully hydrostatic system give the Vanguard 4000 SP
capabilities that no other sweeper can match. The V4000
SP delivers infinitely variable sweeping speed from 0-12
MPH, independent of broom and elevator speeds, without
riding the brakes.
Should any hoses on Athey' s hydraulic system fail, oil
could be lost on the road causing a hazardous spill
condition.
As for towing requirements, no machine ever is immune
to mechanical failure . An Athey sweeper with a
conventional drive line failure will certainly require
the assistance of a tow truck.

Rear Axle
1 . "Two-speed rear axle will require operator retraining in
its use. (Mistakes will be very costly. ) "
The two speed rear axle is extremely simple to use , re-
quiring the operator only to not shift it while moving.
We know of no rear axle problems in cities using
Vanguards nor of any in the CalTrans fleet, and we are
confident that San Bernardino' s operator can easily
master this simple concept .

fatigue due to vibration and bouncing. Employee
health risks and injury are distinct possibilities
from continued pounding from the lack of suspension. "
It is true that, like your current fleet of Athey
sweepers , the Vanguard V4000 SP has no rear suspension.
In addition to front axle suspension the Vanguard cab
is mounted on rubber isolators , and employs a spring
suspended seat which offers additional operator comfort .
These factors undoubtedly contribute t3 the lack of
Vanguard operator complaints .
Brakes
1 . "The Fleet Staff has experienced numerous costly brake
problems involving the heating-up of shoes and drums
along with expenses due to uncommon brake parts . "
Once again the superior design of the Vanguard hydro-
static drive system assures that a problem common to
conventionally driven sweepers is of no concern here.
Severe brake heating results from operators attempting
to drive slowly while running the engine at high RPM' S
in order to deliver sufficient power to the brooms and
elevator in a mechanical drive sweeper (Athey M9) . The
Johnston allows the operator full sweeping power at all
speeds from 0-12 MPH without braking!

Dump Body

When San Bernardino' s present system requiring high-
dump sweepers and mobile waste containers was first
proposed it was undoubtedly described with words like
"flexible" and "highly adaptable" . Those words comprise
a fair description of your system which is indeed
flexible and highly adaptable. Why not utilize that
flexibility to accommodate the Johnston sweeper and thus
save in excess of $28 ,000.00 in purchase cost? The
ability to easily accommodate the Johnston is inherent
in your system!
If container placement is a problem in a specific
instance the V4000 SP can simply dump into the front or
rear of a container and not restrict any traffic flow.
By contrast , the Athey M9 requires one full traffic lane
in any case , if the container is located on a street.
It is also appropriate to point out that the relative
simplicity of the V4000 SP dump mechanism makes it more
desirable from a maintenance stand point.
General Comments

Our Response
Any effort to evaluate a 1993 Johnston Vanguard V4000 SP by
referring to data and circumstances surrounding a 1983 FMC
V3000 is simply mis-guided and erroneous. They are entirely
different machines. Included in this response is a detailed
list of changes and improvements begun in 1987 which have
culminated in today' s Johnston Vanguard V4000 SP. Recent
history and many satisfied users prove this to be a reliable
and rugged machine. CalTrans with over one hundred V4000 SP' s
(the largest single fleet of sweepers in California) and the
State of New York with 500 Vanguards are charged with clean-
ing streets and highways under the most demanding conditions
imaginable .
Noise levels on the Vanguard V4000 SP and Athey M9 comply
with all federal and Cal OSHA noise requirements. A Johnston
vacuum sweeper is quieter than any mechanical broom sweeper.
Our Conclusions
An objective look at a Johnston V4000 SP reveals many
compelling advantages offered to the City of San Bernardino
beyond an opportunity to save in excess of #28,000.00.
Safety is an important consideration. The V4000 SP offers
dramatically better visibility than any competitive model ,
and the center mounted pick-up broom eliminates dangerous
tail-swing .
Maintenance access to all traction drive and sweeping
components as well as electrical systems is also far

SUBJECT: Approval of Bid # F-93-22 Broom Sweeper
After careful review and consideration of the bids submitted for
purchase of two sweepers for the Street Division it is the
recommendation of the Fleet Service Division that the bid from
Carde-Pacific be considered non-responsive due to the large number
of exceptions taken. We further recommend to accept the bid from
Nixon-Egli as being the lowest responsible bidder.
Listed below are the justifications for that recommendation.
A. Standardization of the current fleet of 11 street
sweepers.
B. Current parts inventory will require an increase to
incorporate the new parts line. (approx. $ 8000. 00
worth) .
C. The bidder for Vanguard 4000 took negative exception to
11 items which are listed below:
Gutter Brooms
1. 47" verses 42" segments will require stocking
different parts from current standard.
Pick-up Broom
1. 32" verses 34 1/2 " diameter broom will reduce
wear time due to length of bristles.
Dirt Conveyer
9. Rubber chain on steel sprockets will tend to
wear conveyer rather than sprockets which will
result in more costly replacements as opposed
to the sprockets which are less costly.
Dirt Hopper
5. Maximum Dump height exception of 912" is not
acceptable for loading into a highside
dumpster.
Water Spray System
1. 235 gallon tank verses 300 gallon tank
specified is a 22% difference resulting in a
loss of production during more frequent fill-
ups.
Engine
1. Detroit phaser 6. 0 verses Cummins B 5. 9 . We
currently employ some 75 Cummins motors in the
Refuse and Street Department. Because of this
we carry a good supply of replacement parts
and the Fleet Staff is well trained in it's
repair. (This will also assist in Fleet's
endeavor to standardize our Fleet. )
2 . Detroit Phaser is slightly underpowered and
may have a detrimental effect on overall usage
and engine wear.
Hydraulic System
1. The Vanguard machine uses an uncommon sized
hose and fittings (i.e. 6000 p.s. i. hoses and
5/8 fittings) that will require retooling of
the current hose machine or purchasing of the
hoses from Carde Pacific
Power Train
1. Hydrostatic traction drive is a design that
uses a new Sunstrand motor which has not been
a proven combination as yet. Should any hoses
on the hydrostatic drive fail, oil could be
lost on the road causing a hazardous spill
condition. This would also require the
vehicle to be towed, increasing costs.
Rear Axle
1. Two-speed rear axle will require operator
retraining in it's use. (Mistakes will be
very costly. )
3 . No suspension will cause increased body and
frame fatigue due to vibration and bouncing.
Employee health risks and injury are distinct
possibilities from continued pounding from the
lack of suspension.
Brakes
1. The Fleet Staff has experienced numerous
costly brake problems involving the heating-up
of shoes and drums along with expenses due to
uncommon brake parts.
Dump Body
1. The Vanguard vehicle uses a rear exit dump
hopper which requires to be backed into the
container which will restrict traffic passage
or require movement of the container. The
Athey (Mobil) machine allows to dump from
alongside the container with no movement or
restriction of traffic.
Past history of the Vanguard 3000 (three-wheel) machine with the
City of San Bernardino has not proven cost effective. Repeated
down time has been a deterrent in further purchases of the Vanguard
machine. The Vanguard vehicle specified herein while being
different from the previous Model 3000, still uses very similar
running gear configuration. This was demonstrated by the City of
Los Angeles who discontinued the use of almost 60 machines from
their fleet in the last few years.
While Cal-Trans uses these machines to a high degree, it must be
noted that their use and ours is under considerably different
conditions.
Recent purchasers of the Vanguard 4000 have remarked, "This is a
very noisy machine. Noisier than the vacuum machines. "

referenced purchase order is rescinded if it is not issued within
18 sixty (60) days of the passage of this resolution.
