STAFF REPORT
The Traffic Engineering section received a petition to
designate a portion of Orange Show Lane as 1 hour time limit
parking. The request was made in order to discourage patrons of
the nearby Satellite Wagering facility from parking on the street
to avoid the parking fee.
An attempt was made to reach all the businesses on Orange
Show Lane to solicit their input on parking time limitations.
Most agreed that a parking limitation would help. However, there
was some difference of opinion as to whether the limitation
should be 1-hour or 2-hour. Parking Control prefers 2--hour
parking since this would be easier to enforce.
Mr. Richard Sigland, an owner of a business located
within this area, strongly opposes any limitation that may be
imposed on the street, citing security problems on his off--street
parking facility.
Based on the preference of the majority of the affected
business owners/managers , and for more effective enforcement, we
recommend that a 2-hour parking limitation be implemented on
Orange Show Lane, between 300 feet east of "E" Street and
Arrowhead Avenue.
Orange Show Lane, within the first 300 feet east of "E"
Street, is already restricted with 2-hour time limit parking and
"no parking" zones .

Parking Orange Show Lane
Parking on Orange Show Lane has become impacted since the
Satellite Wager Center moved to the facility on Arrowhead
Avenue. Attached are letters from myself and replies from
the National Orange Show in regards to the parking. I made
this contact with the National Orange Show after talking
with other business owners on this street . We all feel they
should provide free parking on their property like all
businesses in this city are required to do.
A petition was signed by several of the business owners to
limit some of the parking on the north side of the street .
After becoming aware that the entire street on both sides
was to have restricted parking, it was agreed by most
business that 2 hr. of the east 365 feet, on the north side
of the street would solve most of the problem. Attached is
a petition of 11 businesses requesting that change. Should
this not solve the problem, additional area could be added
latter.

City of San Bernardino Resolution 8234 as item # 28 on the City
Council agenda of September 7, 1993 proposes 2 hour parking on both
sides of Orange Show Lane.
The National Orange Show Satellite Wagering Facility has impacted
the parking on this street. An earlier petition requested parking
restriction on the north side of the street only.
We the undersigned hereby request the 2 hour parking restriction on
the north side of Orange Show Lane for only 365 ft. west of
Arrowhead Ave. as measured from the centerline of Arrowhead Ave.

Parking
The new satellite wagering facility is a welcome improvement to
the southeast corner of your property. Your south property line
is the north side of our office building area. Our customers
access our offices from Orange Show Lane .
Since the opening of your facility, parking on adjacent lands
and streets has been impacted. Our clients could park in our
parking area or on the street if they desired. No longer on
race days . Your customers now come down around the corner and
consume all the street parking.
Sigland & Associates provides land development services to
persons that want to improve their land, much the same: way the
National Orange Show has . On all the projects we process , the
City or County always requires adequate parking on site so as to
not impact adjoining properties . You have more than ample
parking, but most of which is not being used because of on site
parking fees .
I would like to see you facility become a good neighbor, and
provide all the parking on site. We know some people want to
preserve their monies to bet on the horses and not pay a parking
fee. Why not provide parking in back at the southwest corner of
your property on the asphalt area not being used. Or if by some
strange reason they can not park on the asphalt area, clear the
weeds off the dirt area south of the parking asphalt and let
them park there.

The bottom line is , the business owners around your facility do
not want your customers parking in their area. We hope you find
a way to solve this problem without any of us having to get
further involved to find the solution.

Dear Mr. Siegmund:
I am in receipt of your letter of September 15 , 1992 wherein you
expressed your concerns regarding Sports Center patrons parking in
front of your place of business. I realize this situation may be
frustrating to you and your clients but the National Orange Show
Sports Center has done everything reasonably expected to provide
adequate parking.
You suggested we (NOS) utilize the "southwest corner" of the
property or the dirt area. Not understanding what type of business
we operate you do not realize the security precautions mandated by
the racing associations, California Horse Racing Board and armored
car services . These areas can and will not accommodate our patrons
but as a rule we must keep all back entrances and exits to the
building secure.
Though we offer parking for our patrons, as you realize, we cannot

Orange Show is aware of this problem and continues to look for

On September 15 , 1992 by 'letter, I communicated the concerns of
myself and many of the merchants in the area in regards to the
Satellite Wagering Center parking. I understand this went to
your Board of Directors and was given to Brad C. Randall to
handle.
I received a letter from him dated October 12 , 1992 giving more
reasons why nothing could be done than a positive direction to
improve the situation. I have waited to see what would come of
his statement that the Orange Show is aware of this problem and
continues to look for solutions .
Nothing seems to have changed. Enclosed is a copy of my letter
in response to his letter. I hereby request that I be able to
address your Board of Directors at their next meeting, and
suggest Mr . Randall also attend. We may be able to work
together to resolved the problem at this level .

I have received you letter of October 12, 1992 and have seen no
changes . I appreciated the telephone conversation with you and
the discussion of your problems . There seem to be some design
errors to your site such as the security that was mentioned and
parking across the street that is about as close as your paid
preferred parking.
In my first letter I related to you my firm provides land
development services . Sigland & Associates designs parking
facilities and I can assure you that your facility can be
improved to over come your problems .
To resolve the pedestrian hazard of people crossing a very busy
collector street, your facility needs a decorative fence along
Arrowhead Street. This could reauire persons to walk up to the
drive in entrance and a painted cross walk.
To protect the south side (back entrance) of your building, a
fence could be constructed south from the southwest corner of
your building to the south property line. The area from the
new proposed fence east to Arrowhead Street could be secured
for employees and the delivers you spoke of .
The parking area to the southwest as I suggested in my first
letter could then be used without the security problems you
mentioned. Your general admission should be raised to include
the parking fee or not charge it on the further out parking
areas .

I would like to thank you for the invitation to meet with the
Satellite Wagering Committee on January 26 , 1993 . As we
discussed, the merchants in this area did not have a problem
with street parking until the Satellite Wagering moved to their
new facilities .
The new fence along the parking lot on Arrowhead Ave. that you
are proposing, we hope will solve the problem. I would like to
meet with you after the fence is installed to review the change.

Since our meeting with the Satel_ite Wagering Committee on
January 26 , 1993 you have installed the wrought iron fence
that was to -solve all the parking problems on the street
around you facility. Tt has made a very minimal effect.
William Cozzo of your Board had suggested to me that a
petition to the City requesting one hour parking on Orange
Show Lane :could solve our parking problem. That would only
more limit Cur parking area. Out of frustration with the
parking problem you have created, Xeno Litras one of the
business owners here has circulated a petition to limit
parking on Orange Show Lane to one hour.
This has come from the parking _problem your facility has
created that you do not seem to want to solve. As you said
in our January 26 , 1993 meeting, we could review the effect
of the fence after it is installed.
I still believe you need to be a good neighbor and park
your patrons on site like all other business in town do.
It seems you do not think City ordinances need to be
addressed because you fall under the Fairgrounds codes .
Please call so we can set that meeting.

Parking Limitation
The parking situation on this street has been caused by the
Satellite Wagering Center. Attached are copies of letters
I have written to the National Orange Show and their
communication to me.
Two other streets (Hillcrest & Benedict) also have been
impacted. I have talked with several of the persons on the
petition that you sent a copy of and they are having a
change of mind. Why should we restrict our parking when
the Satellite Wagering should be taking care of their own
parking..
I know the City has no jurisdiction over the National
Orange Show because they fall under Fairgrounds codes and
the City receive monies from those operations but I believe
someone at the City should communicate with them.
I hereby request time to resolve this problem in other ways
than parking time limitations on Orange Show Lane. There
will be letters forth coming from persons on the petition
that have changed their mind. I propose to forward this to
the Fairgrounds Commission if need be.
